        Book Description

In the past quarter of a century, the pace of structural change in the equity markets has accelerated dramatically and, as it has, regulation has come to play an increasingly central role in the development of market structure. The purpose of Regulation of U.S. Equity Markets is to consider regulation's contribution to the efficiency of the U.S. equity markets. Sharply different opinions are expressed on the matter, as the discussion ranges from Congressional oversight, to SEC involvement in market structure issues, to the self-regulatory responsibilities of the market centers, most notably, the New York Stock Exchange and the Nasdaq Stock Market.

        Book Description

Departing from the traditional emphasis on institutions, this text emphasizes the use of economic theory and empirical analysis to understand regulatory and antitrust policies. Questions addressed include: What are the market failure rationales for, and appropriate form of, government intervention? What does theory show about competition in the presence of a market failure and the implications of government intervention to correct that failure? What do empirical analyses indicate about our regulatory experience and the direction of future intervention?

The third edition addresses many issues that have recently dominated the economic and political landscape. New material reviews the government's case against Microsoft, charges of anticompetitive pricing in NASDAQ and airlines, the blocked Staples-Office Depot merger, and the Telecommunications Act of 1996. This edition also covers the deregulation of the California electric power industry as well as recent deregulatory efforts in bank branching and natural gas transmission. On the social regulatory scene, it covers in detail recent cigarette litigation and the contentious issue of the contingent valuation of natural resource damages, as exemplified in the Exxon Valdez oil spill. New empirical evidence appears throughout the book.

Each part of the text can be used separately for a variety of courses including regulation and antitrust in undergraduate institutions, business schools, and schools of public policy, as well as background for doctoral courses. Exercises are included at the end of each chapter.

Economics of Regulation and Antitrust offers a broad conclusion on Regulation and Antitrust policies. The issues are well described and easily to understand. Best suited for graduate students in Economics.

        1 out of 5 stars Horrible.......2007-06-04

This read like a math book with a few interesting facts. I was dumbfouned by reading this book. I would get to class and my professor would explain things using the same examples from the book and I would understand. The book is impossible to follow. It will give you a million variables and different numbers to think about, and then later expect you to remember something it briefly mentioned two paragraphs ago. If you can learn from reading a math book and no class room instruction; I not only would like to meet you but hand you this book. You would probably love it and understand antitrustlaw and regulation as well as the douches at MIT that wrote the thing.

Seldom books on economic theory, particularly on regulation and antitrust are as clearly and professionally written as this one. A student of economics and Ph.D. hopeful, I keep this book within my hand reach at all times.
Economics of Regulation and Antitrust cites numerous antitrust and regulatory cases from American and European history and is thought provoking rather than doctrinal. The graphs are exceptionally easy to read and understand. Particularly well written are chapters on regulation of American transportation.
I continue to use this book for my research and highly recommend it to anybody who is seriously interested in understanding the logic behind regulation acts, game theory, and franchise bidding.

5 out of 5 stars Review of Economics of regulation and antitrust.......2000-05-15

This work provides an excellent overview of the field of regulation from an economic point of view. The primary focus is economic rather than institutional -- as a result it is more appropriate for economists than for legal scholars. Although the book does not require extensive training in economics, it does assume some formal knowledge of basic economic concepts. Since its focus is economic, little time is spent discussing legal cases surrounding many of the regulations compared with, for example, Law, Business, and Society, by McAdams, et. al.

          Book Description

Since the first computer games became available, sex has played a role in some form. But with the release of games like Playboy: The Mansion, Leisure Suit Larry, and The Singles, sexual content has gained a firm foothold and for the first time, ventured into the mainstream. Even casual games like The Sims have started to rev things up a bit, and in on-line games, tales of cybering have become commonplace. This sexual revolution in games has generated intense scrutiny of the games industry by political watchdog groups and family-oriented organizations. And it has brought the importance of self-regulation and rating systems to the forefront of the industry. Seeking to understand this emerging trend, developers, publishers, retailers, and consumers are asking themselves: When is sex appropriate in a game? How far is too far? What will it mean for the product? For its distribution? For my company? For me? Do games with sexual content sell better? Are they generally profitable? So far, there are no definitive answers to these questions. Sex in Video Games provides insight into this issue and presents guidelines and answers by studying the history of sexual content use in games and within the industry itself. In addition, the book considers ethical issues, parental and retailer responsibility, and explores industry attempts at self-regulation, along with a growing concern about potential censorship.

            Book Description

Over the last decade, market-based incentives have become the regulatory tool of choice when trying to solve difficult environmental problems. Evidence of their dominance can be seen in recent proposals for addressing global warming (through an emissions trading scheme in the Kyoto Protocol) and for amending the Clean Air Act (to add a new emissions trading systems for smog precursors and mercury--the Bush administration's "Clear Skies" program). They are widely viewed as more efficient than traditional command and control regulation. This collection of essays takes a critical look at this question, and evaluates whether the promises of market-based regulation have been fulfilled. Contributors put forth the ideas that few regulatory instruments are actually purely market-based, or purely prescriptive, and that both approaches can be systematically undermined by insufficiently careful design and by failures of monitoring and enforcement. All in all, the essays recommend future research that no longer pits one kind of approach against the other, but instead examines their interaction and compatibility. This book should appeal to academics in environmental economics and law, along with policymakers in government agencies and advocates in non-governmental organizations.

              Product Description

Can markets be designed? How significant are they impediments to competition found in different sectors? And how do the politics of market design shape the policies that result? Creating Competitive Markets analyzes these questions across a broad range of sectors, including airlines, electricity, education, and pensions. The contributors mine developments in the United States, the United Kingdom, Canada, and Japan for evidence about when market design--conventionally known as deregulation--works and when it is likely to fail. While deregulation is often touted as a way to remove politics from the sphere of economics and enterprise, creating markets is an inescapably political process. Policymakers cannot simply remove regulations and walk away. They must fashion new institutions and regulations to promote efficiency, equity, and other important goals--all while contending with political interests similar to those that often made old-style regulation ineffective. Rich in analysis and illuminating detail, Creating Competitive Markets reveals the full complexity of this task.

              Book Description

Although existing labor and employment laws were built on the assumption of long-term, stable relationships between employees and firms, this book explores the changing nature of the employment relationship and its implications for labor and employment law. The current challenge of labor regulations is to find a means to provide workers with continuity in wages, ongoing training opportunities, sustainable and transferable skills, unambiguous ownership of their human capital, portable benefits, and support structures to enable them to weather career transitions.

5 out of 5 stars An essential guide to the new world of work.......2005-05-22

Amid the endless hype about the "new workplace," it is difficult to grasp the enormous changes that have occured in the world of work over the past quarter century. Katherine Stone's FROM WIDGETS TO DIGITS is an invaluable guide for anyone who wants to understand or to affect the character of labor in the globalizing economy.

The author starts be presenting the historical shift from 19th century artisanal production to 20th century industrial production and the social, political, and legal changes that emerged in response to it. Her presentation of that history provides a model for understanding what she calls "digital production" -- and, even more important, for addressing the issues it poses for the social, political, and legal regulation of work.

The book's power results in part from the fruitful combination of the insights of a labor historian with those of a legal theorist. It also grows from the author's underlying conviction that work relations must be considered not just from the point of view of economic efficiency, but from the point of view of justice.

5 out of 5 stars Exceptional Analysis of Present Situation.......2004-12-03

The best and most authoritative analysis of why so many workers feel "nervously employed". A scholarly work of great value to all including those eager to take responsibility for their place in a turbulent workplace. It brights attention to the fact that productivity gains have gone to owners of capital not workers creating wealth...a must read!

5 out of 5 stars Important and Compelling Book.......2004-11-17

In this excellent and highly readable book, author Stone shines new light on the structural changes in the modern American employment relationship. Stone's analysis is original and compelling--essential reading for policy makers, scholars and students. Drawing on her expertise as both a labor historian and legal scholar, Stone argues that throughout the twentieth century, employers have encouraged long-term employment relationships through "the use of implicit promises for job security and well-defined paths of career progression." As a result, labor and employment policy have been molded to meet these ends. The problem, according to Stone, is that modern day employment arrangements are no longer driven by stability, but rather by flexibility, as employers seek, for example, to farm out more and more of their core operations to independent contractors and short-term hires. The result is a regulation regime for a vanished era. More than just analysis, From Widgets to Digits, also offers a progressive, concrete program for the workplace, thereby allowing policy to keep pace with the employment revolution.

              5 out of 5 stars A remarkable book.......2004-11-09

This is a truly outstanding book. The author, a renowned expert in labor relations, discusses the transformation of the workplace, the increased risks to workers with the changes in health insurance, pensions, and low wages, the decline in unions and the new forms of discrimination. She has lots of good suggestions for reform. It is extremely well-written and thought-provoking.

              Book Description

Researchers have responded to urban sprawl, congestion, and pollution by assessing alternatives such as smart growth, new urbanism, and transit-oriented development. Underlying this has been the presumption that, for these options to be given serious consideration as part of policy reform, science has to prove that they will reduce auto use and increase transit, walking, and other physical activity. Zoned Out forcefully argues that the debate about transportation and land-use planning in the United States has been distorted by a myth-the myth that urban sprawl is the result of a free market. According to this myth, low-density, auto-dependent development dominates U.S. metropolitan areas because that is what Americans prefer.

Jonathan Levine confronts the free market myth by pointing out that land development is already one of the most regulated sectors of the U.S. economy. Noting that local governments use their regulatory powers to lower densities, segregate different types of land uses, and mandate large roadways and parking lots, he argues that the design template for urban sprawl is written into the land-use regulations of thousands of municipalities nationwide. These regulations and the skewed thinking that underlies current debate mean that policy innovation, market forces, and the compact-development alternatives they might produce are often "zoned out" of our metropolitan areas.

In debunking the market myth, Levine articulates an important paradigm shift. Where people believe that current land-use development is governed by a free-market, any proposal for policy reform is seen as a market intervention and a limitation on consumer choice, and any proposal carries a high burden of scientific proof that it will be effective. By reorienting the debate, Levine shows that the burden of scientific proof that was the lynchpin of transportation and land-use debates has been misassigned, and that, far from impeding market forces or limiting consumer choice, policy reform that removes regulatory obstacles would enhance both. A groundbreaking work in urban planning, transportation and land-use policy, Zoned Out challenges a policy environment in which scientific uncertainty is used to reinforce the status quo of sprawl and its negative consequences for people and their communities.

In addition to giving specific examples of how zoning has prevented infill development and compact development, Levine actually shows how these policies matter - that is, how zoning alters the market instead of mimicking it. For example:

*Levine shows how rare infill is in single-family zones. Because local politicians rigidly prohibit any attempts to add new housing in already developed single-use zones, single-family neighborhoods are never transformed as a region grows. For example, in Massachusetts only 3 of 351 communities experienced a loss of single-family acres between 1970 and 1999. So as a result, landowners' only way of accommodating new housing demand is to build further out in suburbia.

*Levine discusses surveys of developers showing that government regulation consistently forces them to make development less compact. 78% of developers responded that regulation was a "significant barrier" to more compact development. By contrast, only 35% cited financing as a barrier, and only 26% cited insufficient market interest.

*Levine discusses a survey of renters and homeowners in Boston and Atlanta, asking them to make tradeoffs between space and transit/pedestrian-friendliness. He found that in more sprawling Atlanta, development is actually LESS likely to reflect consumer preferences than in more compact Boston. Among the 25% of people with the most pedestrian-oriented preferences, only 7% lived in the most pedestrian-friendly parts of the metro area (as opposed to 25% in Boston). And of that group, 38% of Atlantans lived in the MOST auto-oriented areas (as opposed to 6% of Bostonians). Why? Perhaps because there is little pre-auto stock in Atlanta- which means that thanks to Atlanta's anti-density zoning, pedestrian-friendly housing has never been built in large enough quantities to meet demand. By contrast, in Boston much of the housing stock was built before zoning, which means there is (or more accurately, was before the 2000s housing bubble) an ample supply of pre-auto housing available to meet demand for pedestrian-friendly development.

*Levine demolishes the argument that smart-growth planners are forcing people into higher densities. He asserts that this is simply impossible: that planners can mandate high density, but developers can always avoid such a mandate by building elsewhere. By contrast, low-density mandates can't be avoided so easily: developers would rather turn a profit building to (low) allowable densities than not build at all, and low-density zoning is so widespread as to be unavoidable.
