    Gordon Tullock, eminent political economist and one of the founders of public choice, offers this new and fascinating look at how governments and externalities are linked.

    Economists frequently justify government as dealing with externalities, defined as benefits or costs that are generated as the result of an economic activity, but that do not accrue directly to those involved in the activity. In this original work, Gordon Tullock posits that government can also create externalities. In doing so, he looks at governmental activity that internalizes such externalities.

    Monarchical governments originally introduced, for the benefit of the monarch rather than to eliminate externalities, many standard government activities such as road building, war, and internal policing. Most modern governments spend more money on redistribution than on more traditional government activities. This can be thought of as another effort to reduce externalities, since suffering in the community imposes externalities on the rest of us. Rent seeking, a relatively new field in economics and political science, is closely related to externalities and to the structure of government. An analysis of rent seeking, as well as some suggestions for improving government structure, cap off this fascinating treatise.

    Economists and political scientists will find this lively and readable book both stimulating and provocative.

    I can't recommend this very strongly. In the first place, it badly needs an editor to remove the excess and strangely placed commas, to put dropped words back in, and to remove the extraneous words. In the second place, it just doesn't seem like the kind of book you would expect from someone of Tullock's stature. I think he stretches the meaning of "externality" too far. He covers lots of ground already covered in Calculus of Consent (of which he repeatedly reminds us that he was a co-author). About the only thing I learned was a new biological justification for charity and altruism, but that only accounts for one chapter. For that, I am tempted to upgrade to 2 stars, but won't give into that temptation.

      5 out of 5 stars Good Review Text on Rat-Choice Politics and Public Choice.......2003-05-22

      This is a great book! As a political-science graduate student I've been exposed to a great deal of game-theory and rat-choice in my seminar classes, but, unfortunately, it has come in the form of numerous papers, piles of books, and several classes that did not build off of one another. I was left with the feeling that it was a very, very important subject, but it was presented in a manner that left me, as a student, with an incomplete picture of the topic and the breadth of work that has gone on in this field.

      Mueller's achievements in this volume have been three:

      1. Coherent presentation of the theory of public choice / rational politics.

      2. Discussion of the most important empirical work that has gone on in this field in a unified fashion that leads one naturally into further inquiry in this area.

      3. Logically organizes and presents the material in a way that reinforces concepts, logic, and thinking in the book.

      These three things make this book a great review or introductory text to the field of public choice / rational politics that should be on the "must have" list of every serious student of politics and economics. Moreover, not being terribly skilled at mathematics myself, the material is presented both through intuitive written discussions, fairly simplistic "example" equations that are pretty easy to follow if you've had a "principles" microecon course with calculus, and, which I greatly appreciate, a fair amount of graphs. Moreover, the bibliography that the book draws on is very, very extensive...meaning that it has the additional utility of being a handy jumping off point if you're doing research in this area.

      My only complaint, and this is a minor one, is that I would like a bit more math in the book either at the end of each chapter or in an appendix that works out, step-by-step, some of the additional concepts he runs over that aren't dealt with mathematically in the main text of the chapters themselves.

      This, at least in my opinion, is an excellent book for the graduate student interested in learning about public choice / rational politics.

          This book is an interesting read for people who are interested in investing, understanding stock markets and the connection between the politics and markets.

          The author talks about his experiences at Goldman Sachs which are mostly about arbitraging transactions and his growth as partner in the company. The interesting reading starts from the time he involved with white house and then as treasury secretary. Rubin has explained understandably how the politics play role in managing the financial markets around the globalized world during turmoils in different countries. And also the author talks his views on rise and fall of stock market and the role of developed countries in helping other countries to grow economically. This book gives you good understanding of how the Treasury, Federal Bank and different departments of US Government are involved in the decision making of different policies related to economy in US and in other countries.

          In this era of globalization and having all the markets are so interlinked, if you wonder how the different governments and countries react to the any financial turmoil in a particular country, then this book is worth reading.

          Fascinating look into the life of someone who has experienced the heights of the macroeconomy yet never becomes so accustomed to it that his perspective is undiminished. An outsiders look in to the world of one who is a cold systematic decision maker and his climb and experiences along the way.

          Very useful for one who wants a glimpse into this world, who wants to understand the depths of the world of high finance and the decisions that must be made. A book without much glorification or adulteration from the sometimes cruel, imposing, impersonal truth that is that world.

          Robert Rubin provides invaluable insights into the workings of the Treasury and the White House. Recollections of the conversations that he had with Alan Greenspan and Larry Summers are particularly revealing. Here are a series of quotes that every financial official or every central banker should use as a reference:

          - On central bank independence: "As the longest-serving Federal Reserve chairman in history, William McChesney Martin, famously said, the Fed chairman is the fellow who takes the punch bowl away just when the party is getting going. That's why the chairman should have a fixed term, which he does, rather than serving at the pleasure of the President. This helps insulate him from political pressure."

          - On democratic accountability and the mastery with which Alan Greenspan testified before Congress: "That's an interesting observation you make, Senator, about the earth being flat," Alan would say. "If I might, let me rephrase the question." Alan would then ask himself a completely different question and answer it with such complexity and finely calibrated nuance that the questioner faced a choice between nodding intelligently and acknowledging his own confusion. Alan would then ask the House member or senator, "Does that respond to your question?" And the interrogator would invariably say, "Yes, it does."

          - On exchange rate policy: "My substantive view was that economic fundamentals determine exchange rate levels over time, and that we should focus our attention on strengthening U.S. economic policy and performance, not on influencing the level of the currency (...) I was skeptical about the efficacy of currency 'interventions' per se--that is, of governments trying to influence the exchange rate of a currency by buying and selling large quantities in the open market. My experience with foreign exchange markets at Goldman Sachs led me to believe that trading flows were simply too vast for such interventions to have more than a momentary effect, except in very unusual circumstances."

          - On using calculated ambiguity when commenting on market trends: "For example, my saying 'A strong dollar is in our national interest, and we have a strong dollar for some time now' created great excitement at a press briefing, as it was construed to mean that we wouldn't mind seeing the dollar remain strong but soften somewhat."

          - On financial innovation and systemic risk: "Larry Summers characterized my concerns about derivatives as a preference for playing tennis with wooden rackets--as opposed to the more powerful graphite and titanium ones used today. Perhaps, but I would still reduce the leverage allowed on derivatives substantially."

          Robert Rubin's tenure as Treasury Secretary of US coincided with one of the largest economic expansions in its history. This autobiography is probably the best by any public figure in recent times. Some of the episodes like the one on how the US establishment dealt with Mexican economic crisis are very-well written.

          The only negative about the book is that Rubin tries to be nice to everyone and does not make public his stand on some of the more controversial issues of recent times.

          5 out of 5 stars If Push Comes to Shove, Will Robert Rubin Become a Republican?.......2006-06-08

          Robert Rubin is a cultural liberal. He even mentions reading Henry Miller and Jack Kerouac during his formative years. His coauthor Jacob Weisberg is associated with the slightly left of center website Slate.com. Regrettably, like many American Jews he simplistically seems to gravitate towards a knee jerk affiliation with the Democratic Party. He was born during the disgraceful era when anti-Semitic "gentleman's agreement" social polices were often the norm. I doubt if he ever gave serious consideration to joining the GOP. Jews were simply suppose to be existentially committed Democrats. Whatever, Rubin is very bright guy who clearly understands the value of free markets. He does have some disagreements with various Republican economic policies concerning taxes and balanced budgets. Nonetheless, Robert Rubin is not a Daily Kos populist style Democrat. In other words, Clinton's former Secretary of the Treasury is unlikely to rebuke Wal-Mart anytime in the near future.

          I highly recommend this wonderful book for those who wish to understand the irreconcilable differences severely damaging today's Democratic Party. The Daily Kos crowd considers Robert Rubin to be a sellout to the international business community. The old Clinton coalition is still powerful. Nonetheless, the radical leftists are now "mainstream" and possess the veto power over the Democrats' selection of their presidential candidate. What is going to happen in 2008? Will Robert Rubin remain on the sidelines---or will he reluctantly even join the Republican Party? Do yourself a favor. First of all read In An Uncertain World. Afterwards, you must force yourself to read the vastly inferior Crashing the Gate by Jerome Armstrong and Markos Moulitsas Zuniga (the Daily Kos). This will likely make you sick to your stomach if you are a Democrat. It should make Republican loyalists like myself jump with glee. Yup, in 2008 the Democrats will have to contend with the Daily Kos faction attempting to marginalize Robert Rubin and his buddies. If nothing else, this struggle to the political death will be entertaining.
