Book Description
The theme of The World Development Report 2007 is youth - young people between the ages of 12 to 24. As this population group seeks identity and independence, they make decisions that affect not only their own well-being, but that of others, and they do this in a rapidly changing demographic and socio-economic environment. Supporting young people's transition to adulthood poses important opportunities and risky challenges for development policy. Are education systems preparing young people to cope with the demands of changing economies? What kind of support do they get as they enter the labor market? Can they move freely to where the jobs are? What can be done to help them avoid serious consequences of risky behavior, such as death from HIV-AIDS and drug abuse? Can their creative energy be directed productively to support development thinking?
The report will focus on crucial capabilities and transitions in a young person's life: learning for life and work, staying healthy, working, forming families, and exercising citizenship. For each, there are opportunities and risks; for all, policies and institutions matter.

A Mix of Hope and Despair.......2006-12-16
This book is an interesting mix of hope and despair.
There is a basis for hope, after all the World Bank which puts out this report is in the business of providing hope for millions of people in the poorer parts of the world. They can point to numerous programs and projects where the overall situation has improved.
At the same time there is an underlying tone of despair when the report is talking about the spread of HIV and AIDS, unwanted pregnancy, access to safe abortions or condoms, or are fighting in some military or rebel organization.
I am also concerned about what has been left out of the report. I find no mention of such things as drug resistant TB, or the approaching energy crisis, which if not factored into the World Bank's plans may make all of their planning and investing pointless.
The World Bank's Annual Review of Development.......2006-10-28
This is the World Bank's Annual Review of Development. For those who do not follow world development, the World Bank is the key international financial institution dealing with this subject. This annual review contains useful information and is useful to see how the Bank sees its mission. It is not written in a very interesting manner. With the exception of Sub-Saharan Africa, Latin America and the Caribbean has been one of the regions of the world with the greatest inequality.
Inequality in Latin America and the Caribbean: Breaking with History? explores why the region suffers from such persistent inequality, identifies how it hampers development, and suggests ways to achieve greater equity in the distribution of wealth, incomes and opportunities. The study draws on data from 20 countries based on household surveys covering 3.6 million people, and reviews extensive economic, sociological and political science studies on inequality in Latin America.
To address the deep historical roots of inequality in Latin America, and the powerful contemporary economic, political and social mechanisms that sustain it, Inequality in Latin America and the Caribbean outlines four broad areas for action by governments and civil society groups to break this destructive pattern:
Build more open political and social institutions, that allow the poor and historically subordinate groups to gain a greater share of agency, voice and power in society.
Ensure that economic institutions and policies seek greater equity, through sound macroeconomic management and equitable, efficient crisis resolution institutions, that avoid the large regressive redistributions that occur during crises, and that allow for saving in good times to enhance access by the poor to social safety nets in bad times.
Increase access by the poor to high-quality public services, especially education, health, water and electricity, as well as access to farmland and the rural services. Protect and enforce the property rights of the urban poor.
Reform income transfer programs so that they reach the poorest families.

Civil wars attract much less attention than international wars but they are becoming increasingly common and typically go on for years. Where development succeeds, countries become progressively safer from violent conflict, making subsequent development easier. Where development fails countries can become trapped in a vicious circle: war wrecks the economy and increases the risk of further war. This new World Bank Policy Research Report challenges the belief that civil wars are inevitable and proposes an agenda for global action.

These days, when the idea of failed states occupies the minds of many policymakers in the developed world, Collier provides a timely study of how civil war can help bring about a failed state. He studies several decades of civil wars, spread across the world, though primarily focused on Africa. In these wars, we see how the development of those countries was severely stunted. From Liberia to Sudan to Cambodia and other places.
The tragedy of course is that these countries already had parlous economies, prior to the conflicts. Plus, during the wars, conditions naturally worsened.
Quite a thoughtful book. The author and, implicitly, the World Bank, argue that until such wars end, it is futile to seriously contemplate any development policy.

Roma are the largest minority group in Europe and are the major poverty risk group in Central and Eastern Europe. Poverty rates from recent World Bank poverty studies are striking. In Bulgaria, Roma were found to be ten times more likely to be poor than ethnic Bulgarians. Roma also comprise an increasing share of the population in ECA countries, because of higher birth rates. These dynamics have gained international attention, and the European Union accession process, in particular, has focused attention on the issue. Governments and international institutions have been eager to support initiatives to address the needs of Roma. However, the lack of credible information on the actual living conditions of Roma and the absence of program evaluations have provided substantial obstacles.
This book brings together original sociological research, evaluations of programs, and the first comparative cross-country household survey on ethnicity and poverty. It finds that Roma poverty is multi-faceted and can only be addressed by a comprehensive policy approach that attends to all dimensions of Roma social exclusion. It proposes an inclusive policy approach which would expand and promote Roma involvement and participation in mainstream society, while maintaining cultural and social identity and autonomy. Policy mechanisms include those which make existing policies more accessible to Roma and identifying areas where targeted initiatives are needed.

This book is often thought-provoking, but ultimately too shallow. Too many of its conclusions are just stated without enough justification. Although not quite as quick to read, Stiglitz' "Globalization and its discontents" goes much deeper and has a more balanced point of view.

A devastating critique of neoliberalism.......1999-05-02
Looking at case studies from around the developing world, backed up with a strong theoretical analysis of the IMF and World Bank's role in the international economy, the globalisation of poverty brings the reader to one stark conclusion: 'Poverty is an input on the supply side, (of the global economy.)' Particularly interesting is Chossudovsky's explanation of the economic 'miracle' of Vietnam, while his analysis of the Yugoslav disaster, co-sponsored by the IMF and international financial investors, is very timely indeed. As Chossudovsky explains, the IMF and World Bank reforms have not merely suppressed populist and socialist economic measures and achievements; they have also prevented the development of national capitalisms, by creating economies directed towards the needs of the capitalist core states, rather than to the national market. For those harbouring any illusions about the economic order which governs humanity at the end of this century, this book is a necessary read. It's a pity that Chossudovsky works at the University of Ottawa and not the LSE, an institution that definitely needs realistic economists like him.

This third and final volume from the City Study analyzes the structure of Bogota and Cali, Colombia by modelling different markets and the behavior of individuals, households, firms, and governments within these markets. Simple economic reasoning is used to understand the urban behavior that can determine a city's overall appearance and structure. The author underlines the importance of this understanding which, he argues, could lead to the creation of more effective urban policies. This study links infrastructure requirements and supply to the behavior of urban life and to the existing income distribution in the city. The author concludes that institutional responses to the rapidly changing and unpredictable demands of metropolitan residents must become an inherent part of city structure, and that this would be the most practical way of coping with urban growth.
