This book was a required text for my PA course. It was very wordy and at times difficult to understand due to the repetitious content. I feel that there is probably a more straight forward style of writing than this one. Not for the student who is just beginning a public administration course, some back ground would be helpful if this text is to be used. However, it contains "Introduction" in its title. Well! I 'don't know about that? Great info, however, difficult reading.

This is the most repetative book I have ever read. Just reading the intro to any chapter is all you really need, within the chaper, the author will state the exact same thing 3-5 times. I give it three starts because there is a lot of good information, it is just not well presented.

This was a required text book for one of the classes in my master of public administration program (MPA). I found it to be extremely useful for understanding both the historical evolution of public administration and the current practice. The emphasis on the (sometimes conflicting) managerial, legal, and political perspectives of each aspect of public administration works nicely if you are also learning the Hamiltonian, Madisonian, and Jeffersonian perspectives on the founding of the government. I always find it useful to understand and remember how things work if I get a good explanation of why it is so--this book does a good job of balancing the how/why.

It's not a text for the casual reader, but if you are a graduate student, plan to be (or already are) a public manager, or just want a thorough grounding in the theory and practice of public administration, this book will serve you well.

Since I know some students don't buy books on their syllabi for financial reasons or for stubbornness, my recommendation is to get the book. It also makes a great reference for the papers you'll have to write.

Public Administration: Understanding Management, Politics, and Law in the Public Sector is a textbook that explicitly examines and explains the three major issues of public administration: management, politics, and law. It is an excellent text for advanced undergraduate or graduate students. In addition, this book identifies the differences in roles involved in public administration. For example, it describes the difference between the managerial and leadership roles in delivering public services. It discusses the traditional management style versus the New Public Management style in dealing with accountability on the part of administration, as well as the public.

Pozgar's book is organized by legal topic and cites relevant case law in all instances. It is an excellent overview of American law as it applies to the health care practitioner or organization. He has taken a topic that it difficult to communicate and made it very enjoyable reading. Students will find it much easier reading than most graduate level texts.

This book was very useful to me. I am a health information management student planning to enter a graduate health administration program. I took the class and this particular book was the text. Our instructor is a lawyer and runs risk management at our university hospital. The text further explained basic legal priciples and related them to health care. The text is easy to read and gives several references to actual documents.

With all the horror stories we hear about teachers being fired and sued over decesions they made about punishment and what to teach and how to teach, this book is a gold mine. It provides information on just about any topic a teach may encounter. Not only does it have great information, it is also written with few "legal trade" words.

I am a graduate student at Jacksonville State in the MPA program and bought this text as part of the required reading for the one course I am taking. It is very helpful and easy to understand. I believe it will help with my further understanding of how government bureaucracies draft bills that can and do become law.

I am on an endless quest, it seems; to find a book on the administrative state that is informative while being at least mildly enthusiastic about its subject. This book starts out enthusiastic. This book certainly started with enthusiasm. The first chapter, in fact, is devoted to convincing us why the administrative state is a superb American invention (a view I do not always share!) Chapter 5, which is devoted to public participation in the Admin. state also bubbles with giddiness.

Like a horse on crack-cocaine, though, this book stars with gallant speed, slows down fast and ends with an mild gasp. I'm sure this was not the authors intention. There are two main reasons. First, as the book is structured so that each chapter examines another area of admin. state rule making (oversight from the 3 branches, rulemaking structure, inherent paradoxes of the process) the first two chapters, which are almost overviews of the rest of the book, builds up high expectations. For example, when the first chapter lightly nibbles at rulemaking's structural issues, tow paragraphs in we are told that we will need to wait untill another chapter for a discussion. The author does this repeatedly throughout the book, thus leaving the reader in a constant hang.

The second reason for the flickering finish of the book is that, and unfortunately as with most admin. state books, not much save for completely varied anecdotal information is offered. How are rules written, the book asks; it depends on the administration, it answers. What about modes of public participation and debate? Depends on the rules of the comission. After a while, its almost pointless to read the next chapter as we begin to guess the answer to each question posed.

The reason, though, for the three stars is this: Chapter 1 (on justifications for the admin. state), Chapter 3(paradoxes inherent in the rulemaking process) and Chapter 7 (the role of theory in rulemaking and its reform) are actually decent and informative chapters. Vagueness aside, they do provide useful anecdotes. Also Chapters 3 and 7 present ideas, discussions and points that are all but ignored in other books on admin. state rulemaking. Buy the book, read those 3 chapters and maybe skim the rest.

The author wrote this book in such a manner that a high school government student could understand the majority of the legal discussion and implications for school leaders.

Today's educator would be remiss not to read this down to earth text and not pay attention to its contents while working in today's educational environments where one is constantly exposed to being sued.

The author provides the reader with clear and understandable legal definitions, administrative summaries, landmark cases, and interesting legal situations that have occurred in public schools across the United States.

Classroom teachers, school principals, superintendents, school board members, and graduate students all come away with a sense of "I will not do that again" after reading this very practical school law guide.

While the book does not address school integration and school finance issues from a legal stance, it does an excellent job of addressing all other aspects of educational law.

I usually don't go for this kind of reading.Meaning I love true crime books,police books,etc.I don't have much sympathy for child murdering,violent evil people and defense attorneys trying to represent them and paint them in a better light with excuses.I know that is the job of a defense lawyer,I know everyone has a right to representation.Midway through the book,even though it is very well written.It just seemed to me nothing but excuses for the horrible criminals in the book.After the half way point,I threw the book out.

"Defending the Damned" takes dead aim on a problem that plagues the American criminal justice system - the conviction of the innocent.

Sometimes, defendants are convicted because they don't have the resources to mount a complete defense.

Even worse, however, they are sometimes convicted because the prosecutor has hidden evidence which would lead to a not guilty verdict.

There is significant documentation of such improper convictions, in a series by the Chicago Tribune, in a study by Columbia Law School, and especially in the marvelous work of Barry Scheck and his colleagues in the Innocence Project (see Actual Innocence: When Justice Goes Wrong and How to Make it Right).

It is a serious blemish on the American criminal justice system that too many prosecutors abuse their power, and get away with it.

My second novel,A Good Conviction, tells the story of a young man wrongfully convicted in a high profile Central Park murder, brought about by a prosecutor who knew the defendant was actually innocent and hid the exculpatory evidence that would have led to a not guilty verdict.

Several prosecutors and appeals attorneys helped me with the legal aspects of a Brady appeal in New York State, and all of them agreed that what I portrayed was both realistic and all too possible.

Kevin Davis presents a side to the justice system - and of society - that does not generally receive positive public attention. I think he relates the facts fairly, and paints an almost comprehensive view of the characters who work at the CCPDO. I cannot claim a lack of bias and / or prejudice (since I work there as well), but overall I think the lawyers who work on Homocide Task Force are some of the best in the country, and I am proud to call them my colleagues. Best of all, they are great storytellers, humanists, and try to make a broken system work as best it can.

I'm an incoming law school student this fall after a few years teaching elementary school and I'm considering entering the fray of public defender work after I put in my three years of academic time. Hence, I eagerly bought this book hoping it would give me some insight to this sector of the profession because I am attending school in Illinois and assume I'll practice within the state someday.

However, I was saddened to learn that the book focuses merely on Cook County's "Murder Task Force." Essentially, this is a group of public defenders who defend those indigents charged with murder--a high percentage of whom are worthless trash... those speedily deserved of painful executions.

The author should have instead focused on the work of public defenders who do misdemeanor and lower class felony defense--the attorneys who have an actual shot at saving lives worth living.

Subhuman cop killers do indeed deserve a superb defense at trial. However, after conviction they are lost causes in my opinion. Public defenders that can play social worker as well as attorney and give people a second shot at life are the real heroes.

Attorneys who defend indigents who dismember and deep fry their infant children are not.

The author focused on the "Murder Task Force" because murder is a sexy topic. He chose this writing path because he wanted ultimately to sell a book. In the process, he gave up the opportunity to show what it is really like on the inside of the Cook County Public Defender's Office.

Technically speaking--the book isn't poorly written. However, the progression of events in the book is haphazard and includes mention of several smaller cases mixed in with the one big case on which he chose to focus the book. It seemed to me like the author wanted to really write a book about the cop killer case and threw in some extra jibbrish about other cases just to beef up the book he ended up with.

I recommend this book for anyone considering PD work, just don't get your hopes up concerning the insight you'll receive from such.

5 out of 5 stars Totally riveting: the story of those who defend society's worst - and the rest of us.......2007-06-17

Few people leave any lasting mark on the world, their lives soon forgotten. Kevin Davis, with this singular book, will be remembered long after his life is over. It may seem overwrought to compare "Defending The Damned" with, say, "All Quiet On The Western Front", but after you've read Davis's book, you'll see the comparison is very apt.

Davis takes us deep into a world that the vast majority of us will thankfully never have the opportunity to experience directly. It is the world of those who labor on the Murder Task Force of the Cook County [Illinois] Public Defender's Office. Here a small group of men and women, lawyers investigators and others, daily protect the legal rights of some of the foulest creatures to walk the face of the earrh. A mother who cuts up the corpse of her freshly murdered infant and deep-fries the parts. A man who gets his natural daughter pregnant and than beats her to death.

As one of the lawyers asks "How do you come home and explain that you just saved the life of a serial killer who smoked crack and murdered three women?"

Kevin Davis does an incredible job of explaining just that. He profiles several of the lawyers and their helpers who fighr every day to protect the legal rights of the accused - - - an incredibly important job that few people appreciate - - - and then try to keep the state from executing those of their clients who are found guilty of murder.

I am a proponent of capital punishment: those who murder deserve to die in return. It is only just. But I have a caveat: capital punishment should only be imposed when the accused has received a truly full and impartial trial, represented by highly competent counsel and provided with all the resources so readily available to the state, such as expert witnesses. Effectively this means capital punishment, in my opinion, is rarely acceptable.

There either been a spate of books lately on the criminal justice system or I've simply been reading more of what's available. Davis's work ties for a mythical first place with David Feige's "Indefensible: One Lawyer's Journey into the Inferno of American Justice". Davis's book provides an overview of life in the public defender's office, while Feige provides first-hand perspective from a former public defender. Both are to be read by anyone interested in the criminal justice system.

John Grisham provides a terrifying narrative of whar happens when the criminal justice system fails in "The Innocent Man: Murder and Injustice in a Small Town".

Finally, the old-time liberal view of blame the victim and society is on display in Steve Bogira's "Courtroom 302: A Year Behind the Scenes in an American Criminal Courthouse".

Davis doesn't bring an axe to grind. He reports on the everyday work of public defenders like Marijane Placek, who comes across as an eccentric who is absolutely dedicated to the ideals of Americsn justice. Davis also give fair hearings to the prosecutors, judges, victims and their families and the murderers themselves. It is truly a tour de force rarely seen these days. The objective reporter telling the story.

There isn't a page in the book that isn't in some way compelling. Kevin Davis need never write another book: his reputation is made with "Defending The Damned".

There will be many people who find the work of Marijane Placek and her colleagues in the public defender's office to be reprehensible: their business is to defend some of the most vile people imaginable. The truth is that their work must not only be respected, but must be appreciated for these men and women are protecting the Constitutional rights of all of us when they vigorously defend the rights of these reprehensible people. Why they do it, what motivates them, what keeps them in the fray is what Kevin Davis describes so well. Never overtly stated, but always present is also the message that when these public defenders fight to protect the rights of the worst among us, they are also protecting our rights.

"Defending The Damned" is simply a must-read.

      This book is one of the few ones available on the FDA that is not a polemical attack on the agency. This agency, which is short on man-power and funds, is tasked with an incredibly daunting mission, i.e. to ensure the health of most foods, drugs, and cosmetics. Hilts provides a good history of the agency, often focusing on various individuals involved at all levels, which I liked. He talks about parties affected in various ways by FDA actions, such as consumers, patients, pharmaceutical companies, doctors, politicians, etc.. The only thing I felt misssing was a little more criticism of the FDA. No institution can be perfect or be completely staffed with ideal employees, and Hilts seems to limit his critiques of the FDA to outsiders, particularly politicians and corporations, while not focusing on any legitimate internal problems. But nevertheless I highly recommend to anyone wanting an overview of this critical area of regulation and of the players involved.

      As with many institutions, the FDA servers a perceived needed purpose. This book is a history of why the agency was needed and its design. It is filled with horror stories and how the FDA came to the rescue. Some of these stories even scared me as I recognized the products and or brands. The chapter "Capitalism in Crisis" reads more like a political statement against capitalism than a "FDA is out to help" statement.
      What they do not say is that the FDA is the Government to the point that they can carry guns and badges. Now with the fast pace of drugs and device invention the FDA is needed more than ever. The other side of the coin is that thy have become an unwatched agency that can and does set its own rules to how a business can do their job down to describing the data field that are to be stored in their computer. Their regulations read like a phone book of conflicting statements (with no recourse). And you can be shut down on a whim if you do not follow the regulations as interpreted by their agent as they are the law.
      The book contains an excellent set of notes. They are divided in to chapters. And there is a fair index. For people that like pictures there are eight pages of monochrome photographs.
      The author has written several articles on medicine for various periodicals.

      Hilts is a journalist so perhaps he can be forgiven for writing such a biased book, although to give him credit, he does not seem to even try to hide his bias, which makes the book a kind of comedy.
      A much better (and thinner) book on the FDA is written by a former FDA regulator and a M.D., To America's Health, by Henery Miller.

      Sorry the other reviewer didn't like this, but as an FDA employee when Reagan would not allow the regulation of unpasturized cheese, where the listeria bacteria consumed in it caused the deaths of dozens of babies and pregnant women, I have to agree with the author. That cheese example is just the beginning; it doesn't include the dozens children who died after it was clear that aspirin use in children with fever caused the deadly Reye syndrome and the administration refused to allow FDA to put warning instructions on the label. It does not include the dozens of children who were poisoned by pills in easy-opening containers (iron pills look like candy and overdoses not treated promptly are irreversibly fatal). This book does name courageous industry people as well as public servants. It can open your eyes to the critical role the government played in assuring the availability of penicillin during WWII and vaccines today. It is the history of germs and cures in the US in a plain-spoken format.

      I came across this book when it was assigned to me in one of my MBA classes, and I thought it would be very interesting to finally read about how the FDA was created. I have a strong interest in the pharmaceutical industry and the agencies that regulate it, and the idea of a definitive 'history of the FDA' really appealed to me. From the very start, it was obvious that this book had an extrememly liberal slant, to the point that any good practices seen in the industry, or good companies within it, were completely obscured. However, I kept an open mind, and figured that the basic facts were still in order. However, I just got to the chapters regarding the Reagan years, which are perhaps the furthest back my memory goes. I was appalled by the vitriol the author spewed against all conservatives, and the conservative ideology, calling all conservatives a group of "white men" who were bound by "their anger against minorities, government, and established elites". Leaders such as Ronald Reagan were desribed as having an ideology that was "a bundle of fears and dislikes", and an "anger that holds together the radical conservatives". Now, I don't mean to say that the author isn't entitled to his opinion, but the degree to which he carries these extreme beliefs into a book that is described as a history is disturbing. I now doubt everything I've read so far, and will be looking for an unbiased account in order to get the TRUE story.
