This is a great review of the ICS process! It's easy to read, with exceptional examples of each situation, how to conduct meetings, and how to fill out the ICS forms. I have brought it to a few excercises with me and everyone who looks at it, wants one! The authors did an INCREDIBLE job of combining their particular areas of expertise into a very educational product!

This book provides good information about making our country more prepared for natural or man-made disasters by using an all hazards approach. Some of the presented ideas are great others are very opinionated. You can tell the author is pro Coast Guard since he recommends they be in charge of everything, just a bit biased, but a good book overall.

I thought this book was a great read for many reasons. First off, the author gives a few hypothetical cases of another terrorist attack on American soil. He does this not to incite fear, but just to prove how vulnerable our infrastructures are (waterways, ports, canals, oil refineries, etc). He mentions how old and antiquated they are and how the government is not pumping enough money to fix or upgrade those resources. Secondly, he gives several examples of how this can change and why it needs to be done. Lastly, (but not in this order) he also ties this in with our vulnerablity to natural disasters. "The Edge of Disaster" is a disaster that can be both man-made or natural. If you want to read about things that are not being discussed in the media that are very critical to the foundation of this country, then this is a must read!!

5 out of 5 stars Challenges our myths and assumptions........2007-07-21

I found this book to be right on target - Bulls-Eye. Flynn points out all the pitfalls in the current mode of planning responses to disasters and terrorist attacks on the part of government, congress and others. He calls attention to the complacency of the American Public, partly lulled by a secretive government failing to share how it addresses the issues of disaster planning and repairing and maintaining American infrastructure to withstand both natural disasters and terrorism.

He rightly points out that NO effort has been made to involve and rally the American Citizenry to respond to disasters or fight terrorism (Where is the war bond drive to fight the global war on terrorism?) Nor have efforts been made to invoLVe the private sector (except recently, the state of Texas in its Hurricane Evacuation planning will involve energy companies, Walmart, Home Depot and the HEB groceries to assure people's needs are met quickly when the next hurricane comes).

In short, we as Americans, according to Flynn seem to be living in a world of make-believe fog. It reminds him of the last days of the Roman empire.

He did not mention, that since 9/11 while the US is pre-occuppied with a war on terror, the economies of India and CHina have taken off. In fact, the "smart money" is investing in Brazil, Russia, India and China, not the US. Perhaps our weak infrstructure has a role to play.

What are the solutions? I have cut and pasted them from another review as a reminder of how urgent the need is to address this issue:

1) Force Washington to build national resiliency at home
2) Put terrorism in the context of the other threats (see Wikipedia, "Ten Threats")
3) Fix the infrastructure now
4) Inform the American people, they are our greatest asset
5) Tap the ingenuity and resources of the private sector
6) Do not underestimate the value of individual preparedness
7) Do not allow government to pretend the pandemic will not happen
8) Discourage construction along vulnerable coastlines and in flood plains
9) Properly fund and support local police and emergency responders
10) Promote the concept of resiliency as a global imperative.

Buy this book. In fact, buy extra copies for those you love and cherish.


5 out of 5 stars Natural Disasters or Terrorists: the Greater Threat? .......2007-05-30

Stephen Flynn travels a lot --- and everywhere he goes he finds crumbling bridges, inadequate highway systems, overtaxed hospitals, parochial politicians, obsolete communications gear, neglected or nonexistent planning, and a citizenry that does not seem to give a damn about any of these things. This book --- his second on the subject --- is his strident wake-up call, a plea that something be done before the inevitable disaster strikes.

His case rests on two major premises: that more 9/11s and Katrinas are a certainty, and that of the two, future Katrinas are the more to be feared because they will be more frequent and will impact more people directly. Our present political and popular fixation on terrorism alone he finds shortsighted and foolish. He calls for measures to deal with both at the same time.

Flynn's method is to construct hypothetical scenarios --- a terrorist attack on a ship carrying liquefied natural gas in Boston Harbor, a catastrophic earthquake that devastates north-central California --- and then to demonstrate the inadequacy of existing means to either prevent the event or minimize the damage they cause. His scenarios are generally based on authoritative sources as well as his own observations. In every case his conclusions are dismal: inability to respond quickly and efficiently, widespread panic, enormous casualties, government ineptitude. Yet the general public, he says, lives in an "almost adolescent sense of denial," preferring to just keep fingers crossed and hope that such things will not happen, or if they do happen, it will be somewhere else.

Flynn tries gamely to be nonpolitical about all this, but his indictment of the Bush administration and the small-government fetish of many politicians is plain. He deplores the Iraq War as a diversion of funds and resources from the place where real threats are much more evident --- here at home.

Some of his strictures are hardly new (e.g., the governmental passion for secrecy that keeps bureaucrats from sharing vital information, the inability of "first responders" and "first preventers" to communicate with each other, the absence of true collaboration between public and private agencies at times of crisis, the unfortunate preference for pork-barrel politics over meeting really urgent needs). But he goes well beyond these obvious truths, condemning public indifference or even ignorance of what needs to be done urgently. Our nation is "brittle," he says, and needs to be made more "resilient" before it is too late. Flynn obviously sees himself as Paul Revere on a coast to coast midnight ride.

There is a strain of special pleading in the book. Flynn, himself a long-serving officer in the Coast Guard, tells again the familiar story of how well that agency performed in New Orleans in 2005 --- then goes on to propose that it be given the leading role in domestic disaster response, with FEMA demoted to secondary status. It may well be a good idea, but Flynn is not exactly an impartial judge.

The obvious question here is: If all this work needs to be done pronto, how are we to pay for it? Flynn proposes a new agency, the "Infrastructure Resiliency Commission," insulated from pork-barrel political pressure. He would pay the enormous cost of quickly making us into a "resilient" nation with money from five sources: funds from the estate tax that the administration wants to end altogether, repeal of the tax cuts enacted under Bush, a dollar-a-gallon gasoline tax, funds from the defense budget and from state and city governments. One can virtually hear the howls of protest from motorists, conservative politicians, the Pentagon and local officials. Were I a betting man, I would not bet on this one.

Nonetheless, this is an important and often eloquent book. One hopes that Flynn/Paul Revere will be heeded, and that he is not like poor Cassandra, who was given the gift of prophecy, but along with it the curse that no one would believe anything she said.

Principles of Forecasting: A Handbook for Researchers and Practitioners summarizes knowledge from experts and from empirical studies. It provides guidelines that can be applied in fields such as economics, sociology, and psychology. It applies to problems such as those in finance (how much is this company worth?), marketing (will a new product be successful?), personnel (how can we identify the best job candidates?), and production (what level of inventories should be kept?).

The book is edited by Professor J. Scott Armstrong of the Wharton School, University of Pennsylvania. Contributions were written by 40 leading experts in forecasting, and the 30 chapters cover all types of forecasting methods. There are judgmental methods such as Delphi, role-playing, and intentions studies. Quantitative methods include econometric methods, expert systems, and extrapolation. Some methods, such as conjoint analysis, analogies, and rule-based forecasting, integrate quantitative and judgmental procedures. In each area, the authors identify what is known in the form of "if-then principles", and they summarize evidence on these principles.

The project, developed over a four-year period, represents the first book to summarize all that is known about forecasting and to present it so that it can be used by researchers and practitioners. To ensure that the principles are correct, the authors reviewed one another's papers. In addition, external reviews were provided by more than 120 experts, some of whom reviewed many of the papers. The book includes the first comprehensive forecasting dictionary.

The subtitle of this book, A Handbook for Researchers and Practitioners, too narrowly defines the audience for Armstrong's new reference. Principles of Forecasting is, in fact, an indispensable resource for managers and professionals of every ilk. Forecasting is an integral part of decisions that we make and that are made for us. To be good decision makers and citizens we owe it to ourselves and others both to make our forecasts explicit and to examine the quality of those forecasts. This book gives the guidance to ensure that best practices are followed and to judge forecast quality after the fact

Principles of Forecasting is not a book that you will find in airport bookstores. It is not a popular management title that dishes-up the latest buzzwords. On the contrary, this book will give you knowledge to examine critically the fashions and fads, as well as the received wisdom, of management. And yet, despite being a serious work, the book is a joy to read at length, or to browse. I suspect many decision makers will tend to do the latter.

The Forecasting Dictionary is part of Principles of Forecasting and is a good place to start some directed browsing. For example, experienced decision makers will often rely on their intuition, even for important decisions. Is that a good idea? The Forecasting Dictionary has an entry for "intuition" that tells us, "... it is difficult to find published studies in which intuition is superior to structured judgment". Highlighted terms, such as "structured judgment" in the preceding passage, indicate that there is a separate Dictionary entry for the term. By following the highlighted terms and the references to the body of the book which are included in Dictionary entries, one can quickly pick up a useful understanding of a topic. Some entries are very detailed.

Following the intuition entry to the entry on structured judgement, one finds "role playing" as an approach to imposing structure on a forecasting problem. Role-play forecasting for conflict situations happens to be an interest of mine. There is a chapter on role-playing in Principles of Forecasting that provides evidence that the outcomes of role-plays by students, and other non- representative role-players, provide accurate forecasts of decisions in real conflicts. This is counter-intuitive given that the conflicts examined involved generals, chief executives, directors, and union leaders among others. Moreover, unaided judgment tends to do poorly by comparison. This has important implications for strategy development - after all, what use is a strategy that fails to forecast accurately how other parties will behave?

I keep my copy of Principles of Forecasting handy, refer to it often, and learn something new every time I do so. How many books could one say that of? A precious few. Congratulations to the authors on a unique and valuable work well executed.

Principles of Forecasting is not a collection of articles describing basic forecasting methods. Instead, 40 authors have used a common format of identifying if-then principles and the support for those principles. Some other common formats of the chapters are: (1) limitations (2) implications for practitioners (3) implications for researchers.

The final chapter of this book contains 139 forecasting principles...

An example of a forecasting principle is: “13.25 Use multiple measures of accuracy”. A primary use for such principles would be as checklists for software developers, researchers, and practitioners to be sure that their work is complete to this level of detail. These are important general principles. Forecasters will need to use other references for the details of forecasting methods.

The Web site for this book is a very valuable resource for forecasters. Some of the resources are: (1) forecasting dictionary [Enter a forecasting term and the Web site returns a definition.] (2) links to forecasting software sites (3) links to forecasting books and reviews (3) links to bibliographies, abstracts, and (for subscribers) full text papers (4) links to conferences on forecasting (5) links to Web sites related to forecasting.

5 out of 5 stars An Excellent Overview of Business Forecasting.......2001-07-05

Throughout my career, it seemed every five years or so, I briefly strayed from risk analysis into a closely related field, such as weather reporting or stock picking, just to see what others were doing. Most recently, I won a jackpot in return for the effort. I read J.Scott Armstrong's "Principles of Forecasting: A Handbook for Researchers and Practitioners."

Risk analysis has dealt more with subjects like natural and technological disasters. Business forecasting resembled risk analysis in several ways, but over the years, enterprise and capital markets accumulated much more extensive data. Social scientists studied the process of (and procedures for) forecasting with financial data intensively. Small wonder, as poor forecasting often led to costly disasters.

The authors wrote the Handbook in clear, coherent prose. It assembled 29 articles by 40 leading experts into an excellent book with 18 chapters. Armstrong, the editor (and clearly the instigator) created a hierarchical framework that described the relationships between different kinds of forecasting information, beginning with either judgmental or statistical sources. "Principles of Forecasting" illustrated this framework in an often repeated diagram.

The framework contributed to a coherent structure. Each chapter described one compartment within the framework. Each had an introduction that described the limitations and uses of a source of data used by forecasters. Each article also started with an abstract. Thus, a reader could quickly survey all of forecasting by skimming through the Handbook and reading either the article abstracts or the chapter introductions.

Instead of reading the text sequentially, the framework and the Handbook's structure also allowed finding a specific article (or a topic of interest within an article) quickly, yet staying oriented to the overall subject. Thus, "Principles of Forecasting" served a handy reference text. The organization and a competent index sped this application.

Many articles were excellent. None were less than very good. The articles concentrated on principles within subdomains of forecasting, which the Handbook emphasized by setting the principles apart in bullet format and bold text. The articles had a common format, which included two useful implication sections, separately for practitioners and for researchers. The articles also had overall summaries, and references to the literature. The authors edited each other's articles, which imposed both high quality and consistency on the Handbook. In addition, an extensive group of outside experts reviewed the articles. This huge effort showed in both dense information content and readability of the articles.

Similarly, the Handbook contained a separate and marvelous "Forecasting Dictionary" toward the end, which allowed quick reference to (and understanding of) separate ideas involved in competent forecasting. In another separate section toward the end of the Handbook, a "Forecasting Standards Checklist" gathered all of the principles from the separate articles and condensed them into a very useful guide.

"Principles of Forecasting" appeared comprehensive in its coverage. The authors wrote it as an explanation of a field, instead of a group of individual articles about related subjects. An introduction and a summary at the beginning and end of the book, also helped orient me to the overall subject of forecasting and to the need for principles. I thought that the Handbook reflected the consistent objective of a group of experts to interpret and explain forecasting. So, I will recommend it as a textbook for classroom use.

"Principles of Forecasting" is not for everyone. It is an expert text. However, for persons involved in (or hoping to become involved in) forecasting or its allied and subsidiary fields, such risk analysis or econometrics, it will prove indispensable.

This was a required textbook for a graduate-level project management class I am taking. Unfortunately, it is full of mathematical errors (Our professor pointed out 4 errors during one class session alone!). The other major downfall to the book is that it is heavily skewed toward an engineering perspective of project management and does not consider a business approach. I have had better financial textbooks explain formulas to use when calculating future and present value of cash flows in a more straightforward manner than this book. If you must buy this book, buy it used and save a few dollars.

If you want to learn project management or get better at it, don't read this book. It brushes over important concepts and spends and inordinate amount of words attempting to describe the profession. It assumes detailed knowledge, gives very poor examples and, in summary, is a total waste of time.

The material contained in the text is generally well written and well organized, but beware of using it as your only source of information. There are an unacceptable amount of errors in the text which can lead to a very frustating learning experience. The authors do a good job of incorporating many real-world examples into the text which helps the reader to avoid becoming bogged down in theory.

My first acquaintance with Mr. Long's work was his article "Logistics of Famine" which I found unique for its down-to-earth treatment of a topic rarely recognized as important at the time it was written, delivered in his now-familiar user-friendly style. The man knows and loves his subject, and the care he has taken with this book to clearly explain and illustrate the many aspects of global supply chain management shows that.

This book is one of the best textbooks I have ever read. All concepts are very well explained. Unlike other textbooks, "International Logistics" provides so many examples that the material becomes easy to understand. The writer's extensive world traveling is portayed in most of the chapters.I highly recommend it to anybody who is interested in the field.

The manuscript was not edited prior to publication. I don't know why, but this is Kluwer's policy. The good news is that it is the #1 book in its field, and sold out in 4 months, so the second printing afforded the chance to fix most of the typos. This is my first book, written while in a doctoral program, teaching, and researching/travelling, so your patience is appreciated.

Besides being #1 in English, it is also one of the most widely translated business books ever. It is being published in 12+ overseas editions which are translated and edited for that region. Frequent typographical errors and fundamental gramatical mistakes in the first printing (due to the publisher's failure to edit the manuscript, according to the author) distracted this reader from the book's content at all times. Be sure you receive the second printing. As of February 2004, Amazon was still selling what I assume is the first printing.

With Lou Dobbs and a host of others focusing only on the negative aspects of outsourcing, it's refreshing to see someone talk about how outsourcing can drive economic growth also. The dominance of service businesses is restructuring the economy and, like all change, some of it will be painful. Good jobs will come from value-added activity, not by bemoaning the inevitable. Outsourcing is just another way that the market exposes management inefficiency.

This outsourcing book is by far the best on the shelf. The other outsourcing books I've read (as a corporate trainer, I've read over a dozen) focus on the history of outsourcing, the effects of outsourcing and the mundane aspects of the subject.

    This is certainly a complete theoretical book on revenue management.
    But for somebody like me who works on a revenue management system in a car rental company, it is not useful and can lead on the contrary to an overly complicated and impossible to implement system.
    In any field there is always the theory and how people adapt it to real world cases and there is often a gap between the two.
    There should be another book that shows the complete process (relatively simple cases should be good enough) of building a revenue management system starting from strictly real cases as related by the client, relating in particular the cost of the process and the benefit of the implementation as expressed by the client.
    But does the authors have the experience necessary to the writing of such a book?

    This is first book about Revenue Management that do no try to teach a "cake receipt" or to "adapt" RM from Airlines to Hotels. It's not a manual, it is scientific text that, above all, show the mathematics behind the RM policy. A must have to hotel managers!

    The area of Revenue Management (sometimes called yield management) has been developing rapidly over the past decade.     In addition to improvements to the Planning and Control chapter, which was the strength untill now, this 5th edition has significantly expanded the chapters on Strategy, People / Teams, Quality / Continuous Improvement, and Product Development, making it a more complete tool.

    I have been using Oliver Wight checklists as a support for improving company processes for over 11 years, both as a practitioner and as a consultant. This fourth version has a very detailed chapter 5 (corresponding to MRPII / ERP / Supply Chain Management) and reasonably good chapters 1 through 4. "Non-initiated" professionals may find some difficult and may misinterpret some of the questions, but this will improve as they keep on applying the checklist. Not a pleasant reading but definitely worth using it!
