Everyone once in a while a work comes along that redefine the way humanity organizes itself. The Bible, the Magna Carta, the Unibomber Manifesto, and Mr. Dunn's book all can be placed in that category.
Having attended his classes while in graduate school, I internalized his teachings and made myself a better bureaucrat than anyone could has imagined. Every day I use his book to enlighten me on the manners and ways of building a better bureacracy in my village panchayat in Viknashapathanam District of Andra.
This book is only book I use.

This book is an precise and extensive endeavor for understanding the problems, boudaries and potential use and application of knowledge for improving governmental performance.
Te basis of Dunn's approach to policy analysis, is that it depends to the production and transformation of five policy relevant information (about policy problems, policy futures, policy actions, policy outcomes and policy performance) through five policy-analytic procedures (problem-structuring, forecasting, recommendation, monitoring, and evaluation).
Perhaps the most important distinction is that problem structuring, "...which affects the use and asessment of the other four procedures, is really a metamethod (method of methods) that funtions as central regulator of the overall process of policy analysis." (page 65)
This analytical framework provide one of the most single effective way to analyze public policies and government programs, where the most important analyst's role is both to generate useful knowledge for decision making in all phases of policy process, and to generate plussible arguments by analythical procedures.
It is an ideal book for bachelor and graduate students interested in public problems that face governements, and in the role that can play all policy analyst in policy making.

Few books on international law ever touched upon the problem of the legal status of the divided status. Yet Prof. von Glahn has a section specifically devoted to the discussion of the problem of divided states under international law.
Also, I found his use of cases to illustrate the various issue in international law especially helpful. Otherwise,the teacher and students have to go to another case book such as the one put out by Briggs to find the cases.

The author wastes 3 chapters trying to have the fittest explanation of international law's legitimacy. However, there is no need to dwell on such reasons and waste valuable space. The case studies were very crucial for every international law undergraduate, therefore, they were very useful tools in developing the analytical skils of readers. Nevertheless, he could have provided an overview of the history of similar cases, together with the countries which may have signed treaties.

Useful introduction to the many facets of homeland security.......2007-05-15
This is one of the first generation texts on homeland security. As such, it has a somewhat ad hoc feel to it, as though these (and other) authors are feeling out just what a text on homeland security is all about. The purpose of the book is described on page xiv: "The intent of this book is to provide a primer on homeland security for emergency managers, students of emergency management, and for the countless public and private sector individuals who find themselves suddenly thrust into the ever-expanding domain of homeland security."
The scope of the book is wide, as it covers a lot of territory. One necessary consequence of this is that coverage of individual topics can be a bit thin. On the other hand, the breadth of coverage is itself a virtue. One must trade off a bit of depth for breadth.
The book begins with a discussion of an historic overview of terrorist threats. As such, it does "set the table" for the rest of the book. However, there is actually very little on terrorists, their tactics, etc. Thus, the chapter seems to be written in something of a contextual vacuum. At some point in the volume, there should probably be a chapter on what we know about terrorists.
The book also explores the statutory and organizational infrastructure for homeland security. The resulting chapters are serviceable. Chapters proceed with coverage of safety and security; mitigation, prevention, and preparedness; response and recovery; communications; technology. The final chapter is forward looking, exploring the future of homeland security; it also considers the lessons learned from the reorganization of FEMA under the Department of Homeland Security.
Thus, while there is a "generic" sense to this book, it covers a great deal of territory and provides a broad-based introduction to the subject of homeland security. As such, a useful volume.

I am a former Army intelligence officer and I think that this was a good first cut at the topic. I was enrolled in a Homeland Security class that used this text. We studied the system and response of DHS and then the following week Katrina hit followed by Rita. What should have happened and what actually happened leave much to be fixed. The description of terrorism was so lacking that the instructor allowed me to teach the class. The information on chemical and biological agents looked like it came out of a Hazmat class manual. To be a better book it needs to be updated and revised. FEMA has free online classes which the authors should consider in their update. This book was great as no other book attempted to put together the area of homeland security under the new DHS.

The author's provide an historical overview of the terrorist threat which is concise and highlights the September 11 timeline. The life cycle of emergency managment is presented by introducing several case studies which provide incite into failures of preparedness and response to terrorist incidents worldwide. The importance of communications and technology is discussed to help prevent and deter terrorism in security organizations. It is a book that everyone in security management should read.

Introduction to Homeland Security provides a comprehensive view of the dynamics of homeland security in the United States from the view of experienced emergency management facilitators. This is accomplished by providing a historical overview of the terrorist threat which culminates with the September 11th terrorist attacks and thereafter the various legislative, executive orders and organizational actions which lead to the largest re-organization of the federal government in recent history which results in the formation and creation of the United States Department of Homeland Security (DHS). An in-depth discussion and view of the pre-Katrina DHS are provided with applicable questions regarding the functionality and capabilities of this new department. Homeland security hazards are discussed with emphasis also placed on the safety and security of various aspects of the infrastructure of our society. The authors of this text were already asking questions regarding the security of our homeland in all regards, to which the answers have been so effectively pointed out through the Hurricane Katrina response and recovery failures of the DHS. For an understanding of the dynamic that is homeland security, and the core answer to what must be done to secure our homeland this book is a must read.

Solid introduction to the policy process.......2007-09-08
There are a number of books "out there" on the nature of the public policy process. This is one of the better textbooks on the subject.
The book begins with a solid chapter on the nature of public policy and how we study the phenomenon. This flows into the second chapter, which focuses on the history of public policy (going back to Constitutional design) and culminates with a discussion (albeit brief) of the fragmentation of the policy process.
The next two chapters explore key actors--official governmental actors like the President and Congress and unofficial actors such as media and think tanks.
Thereafter, the text focuses on the various "stages" of the policy process--from agenda setting to policy types to policy design and the toolbox of policies to implementation.
The volume concludes with an examination of several theories of the policy process.
This book isn't the best of the lot; however, it is a good, serviceable introduction to the policy process.

This book explains how public policy is made, the types of models which could be used to make/evaluate a public policy, and an overview of how public policymaking fits into the American government process.
Since most people have only learned about the three branches of government, they may not be certain how passed laws are enacted. Lacking the time and expertise needed to implement these laws, legislators at the federal, state, and local levels delegate authority to agencies to make the policy which will implement these laws.
The chief benefit of this text is the qualitative approach which Birkland personally prefers (although he does warn that other approaches use an economics-based approach) and clear explanations. It also contains an annotated bibliography of influential works and a dictionary of key terms used in the public policymaking process.
Birkland's text is written so that it can be used either by students or public policy practitioners. Instead of bogging down the reader in minutiae and personal liberty, he wanted to emphasize how important public policy is.

I read this book during my course of IPE while studying an MBA. These book will really help students, financial advisors, CEO's, politicians and everyone involved in International Management to make better analysis and take better decisions. Some time people believes in a conspiracy and take events like a isolated things, the fact is that everything is related and the three major perspectives of the world are in constant conflict everyday. ¿The three major perspectives? Yes: The liberals and the free trade perspective, the nationalists and the structuralism or modern socialist. It also covers the green perspective (oriented to take care of the environment) . Balaam makes a very clear analysis and he doesn't take sides so you will understand the way thinks happen and the media and politicians will not cheat on you to push you to "take sides on poll's". Enjoy.

Unfortunately for those of us who teach International Political Economy to undergraduates on a regular basis, most text books on the subject are either better suited to a graduate-level course, or are still mired in the past. I am grateful to David Balaam and Michael Veseth for providing a fresh, up to date, approach. I particularly like the fact that they cover basic theory as well as the modern structures of the international system. Perhaps most important to me (because I expect my students to acutally read their text) is that their book can not only be understood by undergrads, it is far less likely to be used as a sleep aid that any of its competitors.
