SAX's Dangerous Properties of Industrial Materials Ninth Edition-CD-ROM Version
The NST/Engineers, Inc. reviewer, an EPA First Responder, found the Ninth Edition of Sax's Dangerous Properties of Industrial Materials-CD ROM version (SAX CD) to be a powerful database of easily retrievable, detailed, and pertinent information. The reviewer envisions the target users of the SAX CD deriving the most benefit to be: chemical operators, chemical process engineers, chemists, clinical toxicologists, fire companies, first responders, HAZMAT teams, industrial hygienists, plant managers, physicians, police departments, process safety managers, research professionals, risk management planners, safety engineers, transportation officers, and treatment storage and disposal facility (TSDF) personnel.
The 22,380 materials included are categorized at a minimum according to: Listing Name, Hazard Rating, Chemical Name, Molecular Formula, Molecular Weight, Chemical and Physical Properties, Synonyms, Toxicity Data with References, (instantly accessible by screen "pop-ups"), and Safety Profile.
Where available, NIOSH Recommended Exposure Limits, OSHA Permissible Exposure Levels, ACGIH Threshold Limit Values, (all expressed as Time Weighted Averages) and German MAK exposure limits are included. Consensus Reports (Community RTK, EPA TSCA and Genetic Inventory list) along with DOT hazard Classifications and UN/NA 4-digit identifier (for HM-181), CAS Registry number, and Class (carcinogen, mutagen, teratogen, primary irritant, food additive, etc.) are also included.
For forty years, NST/Engineers, Inc. personnel and associates have found editions of SAX to be an invaluable resource. The Ninth Edition on CD ROM provides the instant retrieval capabilities sought by the electronic communication age. The program includes an intelligent default, twelve-characteristic, search engine. It highlights each "hit" in the text and has a "tracking" system that allows the user to look forward or to "backtrack".
In the NST/Engineers, Inc. trials, SAX CD was used in "mock" HAZMAT spills. The reviewer found that the initial assessments of the spills were conducted many times faster by using the SAX CD. Armed with a laptop computer, as are most police and other emergency responders, the addition of this software will greatly decrease response time and reduce the confusion that routinely surrounds hazardous materials incidents. An increase in facility and public safety will be provided by the fingertip access to the knowledge base in the SAX CD .
The SAX CD works on both PC and Macintosh platforms.

Extremely helpful.......2000-04-01
This book helps a reader navigate the maze known as Material Safety Data Sheets. As anyone who has ever faced the daunting task of completing these knows, these are very difficult to understand, even to the most brilliant of minds. With the help of this book, any MSDS novice can understand the essential elements of any of these forms. Although, it is somewhat dry, the content of the book has earned it place on my desk.

The proliferation of chemical substances in commerce poses scientific and philosophical problems. The scientific challenge is to develop data, methodologies, and techniques for identifying and assessing toxic substances before they cause harm to human beings and the environment. The philosophical problem is how much scientific information we should demand for this task consistent with other social goals we might have. In this book, Cranor utilizes material from ethics, philosophy of law, epidemiology, tort law, regulatory law, and risk assessment, to argue that the scientific evidential standards used in tort law and administrative law to control toxics ought to be evaluated with the purposes of the law in mind. Demanding too much for this purpose will slow the evaluation and lead to an excess of toxic substances left unidentified and unassessed, thus leaving the public at risk. Demanding too little may impose other costs. An appropriate balance between these social concerns must be found. Justice requires we use evidentiary standards more appropriate to the legal institutions in question and resist the temptation to demand the most intensive scientific evaluation of each substance subject to legal action.

Regulating Toxic Substances: A Philosophy of Science and the Law provides a sophisticated and educational analysis of the complexities associated with regulating, assessing and conceptualizing toxic substances. Cranor does an impressive job at dissecting and disentangling the perplexing relationship between scientific risk assessment analysis as it pertains to Tort law, regulatory agencies and their epistemic and philosophical considerations. Theories of distribution and variants of Rawls's concept of Utilitarianism provide an atypical way of conceptualizing ethical justifications for the regulation of carcinogens and other toxic substances. The universal consideration taken by Cranor is the relationship between scientific assessment of toxic substances and public-healthcare policy efficiency. Of particular value, the last four appendices discuss the theoretic and scientific cancer potency estimates in the California Department of Health Sciences (CDHS) and the Environmental Protection Agency (EPA). Models of risk act as a function of Alpha and Beta values, statutes authorizing the regulation of carcinogens, and derivation of TD50 (tumorigenic dose) potency values. Regulating Toxic Substances: A Philosophy of Science and the Law will be best suited for those who are interested in the toxic Tort litigation and familiar with moderate to advanced statistic models of risk assessment and public-healthcare policy. Clanor puts together a cohesive evaluation of the synergetic relationship between toxic substances, policy and scientific method.

Current price does not correspond to the quality level of the book if one compare it other literature in Chemistry. It is ok, though, especially if one haven't read any chemistry prior to this book and at the same time focuses on the hazards connected to handling chemicals in general.
A new way of looking at chemistry.......2006-12-07
This was required for a chemistry class. However, it was generally an easy read for grad school and presented a new way of looking at chemistry.
Good, could be better.......2005-12-29
I took a graduate level class with this as the textbook. It is a great reference and does a good job explaining regulations. The problems and the examples need to be more clear. I guess what I'm saying is the complex problems, such as oxidation-reduction reactions, are explained too briefly. Other than that, I enjoyed using the book for the class.
good refresher/DOT reference.......2000-04-12
This is a well organized and indexed fire science text which is a useful reference for anyone who works with hazardous materials on a daily basis. It explains DOT regulations and how the regs are actually related to the chemistry of the materials. It explains the chemistry behind proper transport, handling, and storage of most major commodity chemicals and offers guidlines for emergency planning and response. The author does a good job of introducing/reviewing the concepts of chemistry with a clear focus on reactions which can lead to disaster. Two flaws: the writing is repetative, at times you can sense that the author/editiors were a bit tired of the text or in a hurry to get it to the press. The illustrations are O.K. but the black and white photos are AWFUL. Mr. Meyer, if you read this, go back and re-do all the photos for the next edition. I work at a RCRA TSDF and have found the text very useful for myself and our new employees who have studied chemistry but do not have a firm grasp of DOT and fire safety.

The U.S. tort, or personal injury law, cloaked behind increased judicial review of science, is changing before our eyes, except we cannot see it. U.S. Supreme Court decisions beginning with Daubert v. Merrell-Dow Pharmaceutical altered how courts review scientific testimony and its foundation in the law. The complexity of both science and the law mask the overall social consequences of these decisions. Yet they are too important to remain hidden. Mistaken reviews of scientific evidence can decrease citizen access to the law, increase incentives for firms not to test their products, lower deterrence for wrongful conduct and harmful products, and decrease the possibility of justice for citizens injured by toxic substances. Even if courts review evidence well, greater judicial scrutiny increases litigation costs and attorney screening of clients, and decreases citizens' access to the law. This book introduces these issues, reveals the relationships that can deny citizens just restitution for harms suffered, and shows how justice can be enhanced in toxic tort cases.
