    Book Description

    Francis Fukuyama famously predicted "the end of history" with the ascendancy of liberal democracy and global capitalism. The topic of his latest book is, therefore, surprising: the building of new nation-states. The end of history was never an automatic procedure, Fukuyama argues, and the well-governed polity was always its necessary precondition. "Weak or failed states are the source of many of the world's most serious problems," he believes. He traces what we know—and more often don't know—about how to transfer functioning public institutions to developing countries in ways that will leave something of permanent benefit to the citizens of the countries concerned. These are important lessons, especially as the United States wrestles with its responsibilities in Afghanistan, Iraq, and beyond.

    Fukuyama begins State-Building with an account of the broad importance of "stateness." He rejects the notion that there can be a science of public administration, and discusses the causes of contemporary state weakness. He ends the book with a discussion of the consequences of weak states for international order, and the grounds on which the international community may legitimately intervene to prop them up.

    5 out of 5 stars Cogent analysis of the difficulties of state-building.......2006-11-21

    Weak or failed states like Somalia and Afghanistan are quietly causing some of the world's most pressing problems and will continue to do so, according to political analyst Francis Fukuyama. In this elegant, sobering critique based on his 2003 Messenger Lectures at Cornell University, Fukuyama uses a simple, two-dimensional model of "stateness" to analyze why states fail. He focuses on what countries can do, rather than using some theoretical model of what they ought to do. Fukuyama describes the supply of and demand for government institutions, why states often don't deliver what their "customers" want and the organizational pathologies that prevent developing nations from "getting to Denmark," development theory parlance for achieving an efficient, transparent and legitimate government. Overall, the book is a mixed bag, mostly filled with solid diagnoses, but sometimes merely providing gooey think tank truisms. Nevertheless, we recommend this brief, skeptical examination to anyone who wants to understand one of the huge challenges of twenty-first century statecraft: how to prevent weak states from exacerbating such problems as AIDS, famine, poverty, nuclear proliferation and terrorism.

    4 out of 5 stars Key Distinctions .......2006-07-21

    Francis Fukuyama, in an important slender volume, sees nation building as the process of helping to ". . .create self-sustaining democratic political institutions and robust market-oriented economies. . . ." He draws a critical distinction between "nation building" and "state building." The former refers to ". . .creating or repairing all the cultural, social, and historical ties that bind people together as a nation." The latter, in contrast, aims at ". . .creating or strengthening such government institutions as armies, police forces, judiciaries, central banks, tax-collection agencies, health and education systems, and the like." The two are not the same--but are interdependent one upon the other.

    Fukuyama argues that the process must proceed in two stages: first, the country must be stabilized, with the provision of humanitarian assistance, rebuilding of infrastructure, disaster relief, and economic development. Only then, second, comes the building of self-sustaining political and economic institutions that can support competent democratic governance and economic growth. Thus, nation building involves stabilization of ties that bind a people together as well as supporting the construction of government institutions.

    This is a real challenge and not one that can be done easily, without much effort and care. In short, eny effort at democratic nation building must be done with patience and making sure that prerequisites are in place before trying to introduce the full regalia of democracy.

    4 out of 5 stars An apologetic defense from a neo-con theorist.......2006-04-11

    This book seems like an introductory political science book but its language is simple enough for a general audience to understand. Everyone who has an interest in the political background and details of the current World events can find a lot of interesting discussions.

    The author often tends to schematize some ambiguous concepts and ideas very successfully, e.g. the graphs of "strength of state vs. scope of state functions" and "specificity vs. transaction volume" are some outstanding cases. He argues some political events and concepts belonging to WW-2 and post-WW-2 era and makes very lucid and sensible connections with the current events.

    He is known to be one of the major theorists of the American neo-conservative political movement, but it seems like he apologetically and implicitly admits the colossal mistakes and their current consequences. This should not be the standpoint of a well-known political scientist. One day, he vehemently supports some certain political ideas and actions, he admits his fault the next day, which is a huge inconsistency on his part. How are people supposed to believe and trust him, when he comes up with new theories?

    He argues that weak states create black holes of political (and also economic) instabilities and chaos, and powerful states (like the US) has a right to intervene their affairs, if they feel they pose a threat. Saving human lives could be a very strong legitimate reason for these actions (e.g. Bosnia, Kosovo etc.), but if the powerful states renounce all the international laws, UN resolutions and most importantly the sense of "justice", it could also lead to very unpleasant, festering and chaotic situations (e.g. Iraq).

    Although there are many points that I do not agree with him, he also makes some very sound and reasonable comments. I must also say he wrote a thorough and well-researched book, with a lot of citations from other resources, namely it is well-written from a scientific perspective, but different people will, naturally, have different opinions about the ideas he proposed.

    One of the main contributions of this book is the underappreciated distinction between state-building and nation-building. Anyone interested in democractic nation-building ought to consider reading this volume. A clear analysis with obvious implications for American policy in places like Iraq. This is part of an increasing body of work on nation building that, collectively taken together, provides a good handle on the difficulties in creating democracy where previously there was none (and see the work of Paris, Dobbins, Somit, etc.)

    This was disappointing reading for me--after a rather abstruse (but perhaps technically useful to some) delineation of various factors involved in analyzing "state building," the application to any real situations was extremely thin and nothing new. Nor was much "meat" put on the skeleton. It reminded me of university situations where publishing periodically is a necessity. (However, the subject area is only an interest of mine--my Ph.D. is in a different field.)

    I found NAON to be a encyclopaedia on Sustainability and ideal for manufacturers that can not afford a Sustainability Expert... the book is a great way to learn and/or review all the key concepts and programs that are moving the world of Sustainability. It is a guide on how to position your company to profit or at least not lose out in this new world of manufacturing.

    Amory Lovins, et al., focus on solutions, not problems. Alternative "soft" pathways, from an international perspective provide the first of many blueprints for sustainability through effiiciency. This discusses, in detail, examples from other countries and shows how US arrogance is leaving us behind, costing more and limiting alternatives. We are lagging in every sector - industry, transportation, farming, construction, energy, housing and our global impact.

    At present the US has the highest greenhouse gas emissions. India and China are close behind and will soon surpass US emissions. It will take an international effort to mitigate global climate weirding. This provides constructive pathways that apply to individual and regional lives on a personal level.

    The book (The Natural Advantage of Nations) shows a lot of good arguments to convince skeptics. To highlight those who have profited from sustainability is a good strategy. I hope the book will be an eye opener for at least a few of those, not yet occupied by sustainability.

    Emerging from Australia, this (The Natural Advantage of Nations) is a tightly textured textbook packed with detail and coming from a multidisciplined source of experienced voices, it is a treat to read, knowing that this is youth at its most powerful - focused, aware and fully integrated in their points of view. It is supported by the CSIRO, which in my small opinion is, with the Australian Broadcasting Corporation (ABC), one of two Australian organizational Jewels - both now part of the public commons.

    ....I'm jumping out of my chair to tell you more detail from this book because there is so much excellent material in it for students of any subject.

    5 out of 5 stars More than a pep talk, it's a how-to manual for comfortable survival........2007-03-26

    This book is for everyone who is despondent about humanity's chances of living past the next hundred years. Crucially, this book is both for those who view saving the planet and ourselves as a moral imperative and for those who ask how, and when, and even can we afford it. Lovins' "Natural Capitalism" sketched out how businesses could enhance their profitability by changing their paradigm towards something that thinks beyond the next quarter.

    This book differs from Natural Capitalism, another brilliant read, in that it moves past the concepts to look at the nuts and bolts of a movement that encourages business to mesh the pursuit of profitability with environmental security through innovation. This book throws light on the structure behind the sketch of Natural Capitalism.

    Previous books such as Suzuki's `Good News for a Change', Benyus' `Biomimetics' and even Lovins' Natural Capitalism describe success stories without ever really detailing what you need to do to make one of these success stories yourself. You won't see much in the way of "this requires...", "they should..." or "they shouldn't.." in other texts; you will in this one. In short, this book is also a "how-to" manual written by people who have experience of `making a difference'.

    The section on how to use industry cluster development to reorient firms, communities and government towards long term profitability, or in many cases simple survival, is a case in point. The guidelines on processes and institutional frameworks mesh seamlessly with revolutionary work done by organizations such as ZERI (Zero Emissions Research and Initiatives) to provide a sustainable, fruitful, profitable and socially just future for all of us.

    My recommendation is that if you're one of those people who say "I'm concerned but what can I do?" then start by buying this book for your political representative, your boss and any concerned friends you might have.

    All the contributors, projects and initiatives mentioned in the book are indeed worthy of applause.

    However, the book is simply a hodgepodge of references, difficult to read, and flows poorly.

    Finally, Amory Lovins is NOT the author! He contributes a brilliant forward to the publication, but is not the author.

    Basically, you're best served buying the books by Lovins and McDonough, then following progress on the topics they discuss via RMI website and the site mentioned by this book's authors.

            The latest in a series exploring twenty-first-century governance, this new volume examines the use of market means to pursue public goals. "Market-based governance" includes both the delegation of traditionally governmental functions to private players, and the importation into government of market-style management approaches and mechanisms of accountability. The contributors (all from Harvard University) assess market-based governance from four perspectives:

            The "demand side" deals with new, revised, or newly important forms of interaction between government and the market where the public sector is the "customer." Contributors include Steve Kelman, Karen Eggleston, Richard Zeckhauser, and Peter Frumkin.

            The "supply side" section deals with unsettled questions about government's role as a provider (rather than a purchaser) within the market system. Contributors include Georges de Menil, Frederick Schauer, and Virginia Wise.

            A third section explores experiments with market-based arrangements for orchestrating accountability outside government by altering the incentives that operate inside market institutions. Contributors include Robert Stavins, Archon Fung, Cary Coglianese, and David Lazer.

            The final section examines both the upside and the downside of the market-based approach to improving governance. Contributors include Elaine Kamarck, John D. Donahue, Mark Moore, and Robert Behn.

            An introduction by John D. Donahue frames market-based governance as an effort to engineer into public work some of the "intensive" accountability that characterizes markets without surrendering the "extensive" accountability of conventional government. A preface by Joseph S. Nye Jr. sets the book in the context of a larger inquiry into the future of governance.
