The Philosphy of Economics.......2003-06-06
The most basic idea, that one person's equality is another's inequality, is explored in detail. Sen illuminates many of the flaws in standard economic thinking, and how the philosophical underpinnings of economics guide and distort economic reasoning.
Fantastic- and I don't agree with a word of it, either!.......2001-08-01
I read this book in one sitting, and let me say it is a great book.
It is odd so few books are written on such a basic philosophical question as equality, and reading mister Sen is akin to drinking a cold glass of water for a man in a desert of political philosophy.
The prose is somewhat weak, the stye is stilted, and that oddly only seems to add to mister Sens' achievement: I never get the feeling that when I turn the next page I will be bored or watch him say something unnecessarily pedantic. The whole book is carried solely by the interesting subject at hand and mister Sens endlessly excellent commentary on it.
That having been said, I agree with none of it. I do not value equality in any way, and my politics are thoroughly aristocratic and Old Right. So perhaps the possible reader should take that into account: I have nothing but praise for mister Sens books, and this book in particular is an excellent dive. Perhaps praise from a trenchant enemy is worth more than praise from the ideologically like minded.
I will be reading it and making notes and attacks on it for a year to come, at the very least. No matter how you view equality, I advocate mister Sen without reservation. This is excellent. Please buy it.

Amartya Sen really questions the very foundations that determine of what is equality and development. It is indeed a marvellous piece of work.

Well written, easy to read, informative.......2007-09-19
Moral Sentiments and Material Interests: The Foundations of Cooperation in Economic Life (Economic Learning and Social Evolution) combinds the theory of cultural evolution ala Boyd and Richerson (and Henrich et al) and the behavioral economy by people like Gintis, Bowles and Fehr. The book works further based on the theory - develops e.g. models for a better social policy etc.
Book discusses an issue which is very central for "being a human being" - co-operation. Book is very informative, very well written even if there are many writers with heterogenous background. Also after the book you kind of get more optimistic about the prospects of humananity.
I am without any formal education in antropology, biology and economics but have read "everything" by Boyd and Richerson - my understanding on economics is based on Microeconomics by Samuel Bowles.
The book was to me a good further reading after the Bowles Microeconomics book. But the book can be read even by someone who does not know about economics even that much as me. The book is not too formal - easy to read actually.
An eclectic collection of great essays.......2007-06-08
This book is just really great. The literature on fairness and reciprocity in social science is growing fast, and this book is ideal to give you a flavour of why this is such a good thing. It is diverse, with entries ranging from biological models that attempt to explain the evolution of reciprocity, through the implications of reciprocity for the way legal sanctions work, to the political philosophy of the dark side of clan mentality.
Most readers will probably not want to read everything, and even less people will agree with everything. One needs to remember that a lot of the stuff in this book is still controversial, including the existence of (strong) reciprocity, but this is what makes it so very interesting. And if only half of what's in this book is right, it is still revolutionary.
In 10 years, this book will be terribly outdated. But for now, it is the best thing you can get if you are interested in the interplay between evolution, reciprocity and social order, and the fundamental questions of social science that it entails.
Fairness and Sociability.......2006-05-08
For several years now, a group of social scientists has been studying the human tendency to be socially fair rather than narrowly selfish. The editors of this volume--Herbert Gintis, Samuel Bowles, Robert Boyd, and Ernst Fehr--are among the stalwarts; others are found among the authors of the book's chapters.
The core of this long-running effort is Fehr's experiments with the ultimatum game, in which two people must share a sum of money (say, $10); Person A gets to propose a split, Person B can only accept or decline. Economists and politicians would expect every game to wind up with a $9.99/$0.01 split (or actually a 9-1 split, since bills are used), but in fact typical splits are more like 5-5 or 6-4, and in one place (Lamalera, Indonesia) people actually split something like 4-6, few A's ever claiming even half the money. This long-running set of experiments around the world adds to a vast, rapidly accumulating set of data showing that people are sociable, not "rational" in the folk-economic sense (i.e., dedicated solely to narrow material self-interest). The present book discusses the implications for economics and politics. If people are naturally concerned with fairness, narrowly economistic policies can be counterproductive; we all know cases of "crowding out," in which a material incentive actually makes people act worse, by crowding out moral incentives. If you reward people for being good, they will think it's all a cynical game, and will act worse. Punitive legislation to make people do what they do anyway (for moral reasons) is also counterproductive. Imagine what these realizations would do to American social policy.
The problem with this book is that it is too optimistic and upbeat. The downside of human sociability is confined to one page, late in the book (p. 388), where racism, honor killing, and the like get a quick mention. Alas, the morning radio brings a stream of accounts not only of such things but also of religious butchery all over the world--Christians, Muslims, Hindus, and even Buddhists (theoretically prohibited from killing but busily genocidal). This brings us back to Adam Smith's suggestion that greed may not be lovable but may be better than the noble, virtuous alternatives. I hope Gintis et al work on how to decouple fairness and interpersonal concern from the desire to exterminate everybody who is not in one's immediate social set. Until this is done, the hope purveyed in this work will remain thin.
The authors note that humans seem genetically programmed to have at least some sense of fairness and of self-sacrifice for the common good, but they wisely refrain from trying to unpack "hereditary" and "environmental" or "cultural" aspects. Heredity makes us do this, and learn it easily, and heredity gives us the ability to learn and develop cultures. No way to unpack. Still, more needs to be done on just how flexible these inborn moralities are. The range from Lamalera to certain parts of South America is pretty great. So is the range of murderousness in religious and ethnic settings. We need to know how to modify human behavior in these regards, and how much we can hope for.
That being said, this book is the best yet in the long list of books that devastate the selfish-individualist model of human behavior. People desperately want to be sociable, and be good members of their society. This may lead them to fairness and generosity, or to body-piercing, or to suicide bombing. This book offers hope for building new societies through use of innate human decency. At this point in time, any book seriously offering such hope is desirable.

Cost-benefit analysis (CBA) has been an important policy tool of government since the 1980s, when the Reagan administration ordered that all major new regulations be subjected to a rigorous test of whether their projected benefits would outweigh their costs. Not surprisingly, CBA has been criticized by many who claim that it neglects, especially on the benefit side, important values that are hard to measure.
In this book, the authors reconceptualize cost-benefit analysis, arguing that its objective should be overall well-being rather than economic efficiency. They show why the link between preferences and well-being is more complicated than economists have thought. Satisfying a person's preference for some outcome is welfare-enhancing only if he or she is self-interested and well-informed. Also, cost-benefit analysis is not a super-procedure but simply a way to identify welfare-maximizing policies. A separate kind of analysis is required to weigh rights and equal treatment.
This book not only places cost-benefit analysis on a firmer theoretical foundation, but also has many practical implications for how government agencies should undertake cost-benefit studies.

Now that the welfare system has been largely dismantled, the fate of America's poor depends on what happens to them in the low-wage labor market. In this timely volume, Katherine S. Newman explores whether the poorest workers and families benefited from the tight labor markets and good economic times of the late 1990s. Following black and Latino workers in Harlem, who began their work lives flipping burgers, she finds more good news than we might have expected coming out of a high-poverty neighborhood. Many adult workers returned to school and obtained trade certificates, high school diplomas, and college degrees. Their persistence paid off in the form of better jobs, higher pay, and greater self-respect. Others found union jobs and, as a result, brought home bigger paychecks, health insurance, and a pension. More than 20 percent of those profiled in Chutes and Ladders are no longer poor.
A very different story emerges among those who floundered even in a good economy. Weighed down by family obligations or troubled partners and hindered by poor training and prejudice, these "low riders" moved in and out of the labor market, on and off public assistance, and continued to depend upon the kindness of family and friends.
Supplementing finely drawn ethnographic portraits, Newman examines the national picture to show that patterns around the country paralleled the findings from some of New York's most depressed neighborhoods. More than a story of the shifting fortunes of the labor market, Chutes and Ladders asks probing questions about the motivations of low-wage workers, the dreams they have for the future, and their understanding of the rules of the game.

Great if you're interested in questions about poverty.......2007-05-17
"Chutes and Ladders" is a fascinating longitudinal study of low-wage workers in the U.S. labor market. I would like to see it become better known, especially among poor people and those who work with them. The main message of Newman's book is that it's not easy to climb out of poverty, but a surprising number of people do manage it.
I felt that Newman shied away from some of the easiest conclusions to draw from her own work. She notes frequently that problems with kids are a major reason why many people fail to escape poverty. Child care is at best expensive and at worst unavailable. Kids get sick and have to be taken care of, often leading to job loss among the poor. Yet Newman says almost nothing about the use of birth control and/or abortion to prevent poverty or increase the chance of a family escaping it. As far as I'm concerned, kids are a luxury item. My husband and I have a son, age ten. Although we both have good jobs, we have found even one child to be incredibly expensive in both money and time. I can't imagine how we could manage with two. Yet many subjects of Newman's study, already poor, go on to have two or five or even seven kids! No wonder so many of them stayed poor!
Newman mentions recent economic growth as one of the factors benefitting the poor in the U.S. This is misleading. Economic growth is generally measured by GDP, which is a measure so inaccurate so as to be almost laughable. GDP is not corrected for increasing population, pollution, exhaustion of natural resources, or declining quality of life. More accurate measures of economic growth, such as the Index of Sustainable Economic Welfare or Genuine Progress Indicator, tend to show that there has been almost no genuine economic growth in the U.S. since the 1970s. For more on this, see McKibben's book "Deep Economy," Daly's "Beyond Growth," or Brian Czech's "Shoveling Fuel for a Runaway Train."
I also thought that Newman overlooked important questions on why it is that the quality of life for poor people in the U.S. is so low. After all, the average wage of a burger-flipping worker in the U.S. would put a family well into the middle class in most countries. Why is the cost of living so high here when the prices of most basic commodities do not differ all that much between countries? This is a complex question, but some surprising answers have already been found, which Newman would do well to consider. For example, one of the main reasons it costs so much to live in the U.S. is that our transportation system is organized around the automobile. Cars not only cost money for those who own them, they require high taxes to pay for all those highways. Everybody pays these taxes, including those who don't own a car. Cars also increase housing costs, because parking has to be provided for all those cars, which spreads out cities. For more on this, see Donald Shoup's book "The High Cost of Free Parking."
Overall, though, Newman's book is interesting and well worth reading.
Climbing a Greasy Ladder to Success.......2007-01-27
Maybe you've read Barbara Ehrenreich's Nickel-and-Dimed or David K. Shipler's The Working Poor. Or perhaps you've seen the episode of Morgan Spurlock's TV series 30 Days in which he and his girlfriend try to make it on minimum wage jobs for one month. Then you know that it is just not possible to live on minimum wage. Is welfare the only alternative? Is there any reason at all to work at mind-numbing, soul-sucking, back-breaking minimum wage McJobs? Katherine Newman takes a look at that question from the viewpoint, not of a journalist, but of an anthropologist. She and her grad student team interviewed about three hundred applicants at Harlem fast food restaurants in 1996 and then followed their progress for two years. The applicants were from Harlem, all from poor families and mostly Latino or African-American. They ranged in age from teenagers to mid-thirties. Newman documented the two-year project in her previous book No Shame in My Game.
She and her team went back eight years later to see what had happened to the "subjects." They were only able to find about forty of the original applicants, so while it doesn't constitute a large enough sample to draw statistical conclusions from, they thought it still might be useful to see what paths the most successful workers had followed. Chutes & Ladders is the story of what they found after eight years. As anthropologists, they had no preconceived ideas or expectations. The reader however, might have a few ideas of what to expect, and might end up being surprised. I was.
Some of the workers didn't do too well over the years, and ended up on welfare, disillusioned and angry. But some of the workers were more successful than anyone would have predicted, working in white-collar jobs that paid well above poverty level, over $100,000 in one case. In fact, about 20% of the original fast food applicants were no longer poor after eight years. How did they do it? Did they have certain advantages over the others? Did they get a lucky break along the way? Does working at a McJob really prepare you for bigger and better jobs? There are no simple answers.
Newman presents all the data, in charts and statistics, and in a narrative that is just as readable and compelling as Ehrenreich's and Shipler's. You will have to draw your own conclusions. It seemed to me that the most successful workers did not gain any advantage from working at fast food restaurants or other minimum wage jobs. They just got the best job they could at the time and moved to better work when they found it. But they didn't wait around for better jobs to magically appear. They kept their ears open and paid attention to who was hiring and what sort of applicants were required. They adjusted themselves to the best of their ability to look and sound like what the employers wanted. They worked hard and learned fast, but they weren't necessarily the smartest or the most advantaged (or even the least disadvantaged). They seemed to be the ones with an idea of where they wanted to go. They wanted to succeed and they figured out, in different ways, how to get there.
There are bound to be some people who look at a study like this and conclude that since some people can pull themselves out of poverty, then everyone should be able to. Even some of the workers in the study came to this conclusion. "If I can do it, then anyone should be able to." But remember, it was only about 20% of these young and healthy workers who were able to succeed. That leaves 80% who were still working minimum wage jobs, not working at all, or who were working off the grid. It really is hard to make it on minimum wage, and adding complications such as child care and/or unexpected bills (usually health-related) can derail the best of plans.
Still, it's hard not to find the results of this study more positive than negative. If 20% were able to succeed with no help at all, then imagine how many could succeed with some help. Health insurance for everyone would be a great start.

Pressman and Wildavsky does an excellent job pointing out the many obstacles that can occur with policy implementation. Far too often, policy-makers create policy without giving much thought to the implementation. In reality, the way policy is implemented actually establishes the policy.

The Golden Age of postwar capitalism has been eclipsed, and with it seemingly also the possibility of harmonizing equality and welfare with efficiency and jobs. Most analyses believe the the emerging postindustrial society is overdetermined by massive, convergent forces, such as tertiarization, new technologies, or globalization, all conspiring to make welfare states unsustainable in the future. Social Foundations of Postindustrial Economies takes a second, more sociological and more institutional, look at the driving forces of economic transformation. What, as a result, stands out is postindustrial diversity, not convergence. Macroscopic, global trends are undoubtedly powerful, yet their influence is easily rivalled by domestic institutional traditions, by the kind of welfare regime that, some generations ago, was put in place. It is, however, especially the family economy that hold the key as to what kind of postindustrial model will emerge, and to how evolving tradeoffs will be managed. Twentieth-century economic analysis depended on a set of sociological assumptions that, now, are invalid. Hence, to better grasp what drives today's economy, we must begin with its social foundations.

Welfare states regime bible.......2002-06-09
As in his prior book, "The Three Worlds of Welfare Capitalism" Esping-Andersen once again analyzes the western welfare states' regimes but within its current postindustrial economic changes. Addition to the variables he used in his prior book, de-commodification and stratification, he uses "familization" to explain the regimes. He also reviews many comments he got from his first regime analysis through this book and concludes that his analysis is still valid.
This book's analysis may not fit every welfare states that currently exsist but may provide good ground work? for understanding the welfare states and its current transitions with the burgeoning of globalization.
