In the early 1990s, competitive elections in the Russian Federation signaled the end to the authoritarian political system dominated by a single political party. More than ten years and many elections later, a single party led by Russian President Vladimir Putin threatens to end Russia's democratic experiment. Russia's experience with new elections is not unique but it does challenge existing theories of democratic consolidation by showing that competitive elections cannot guarantee successful democratic consolidation. This book explores the conditions under which electoral competition contributes to democratic development by examining impact of elections on democratic consolidation.

Demonstrating how voter turnout can serve as an indicator of the health of a democracy, this study documents the conditions that can result in low voter turnout and suggests reforms that might alleviate these conditions. Mark Franklin concludes that declining turnout does not necessarily reflect reductions in civic virtue or increases in alienation. Franklin claims that turnout falls due to cumulating effects of institutional changes, a lack of competition in elections and a decision by a large proportion of the electorate not to participate as a response to the lack of competition.

Most models of party competition assume that citizens vote for a platform rather than narrowly targeted material benefits. However, there are many countries where politicians win elections by giving money, jobs, and services in direct exchange for votes. This is not just true in the developing world, but also in economically developed countries - such as Japan and Austria - that clearly meet the definition of stable, modern democracies. This book offers explanations for why politicians engage in clientelistic behaviours and why voters respond. Using newly collected data on national and sub-national patterns of patronage and electoral competition, the contributors demonstrate why explanations based on economic modernization or electoral institutions cannot account for international variation in patron-client and programmatic competition. Instead, they show how the interaction of economic development, party competition, governance of the economy, and ethnic heterogeneity may work together to determine the choices of patrons, clients and policies.
