I found this book to be a breath of fresh air. It offers a new way of looking at nonprofit boards, in a relatively short, easy to read manner. There is a wealth of information designed to help nonprofit boards of directors become more effective. Unfortunately, existing approaches have been less than successful with most boards. This book identifies the problem as one of purpose rather than performance.
The book identifies three modes that boards of directors can operate in: the traditional fiduciary mode, the strategic mode and the generative mode. The authors emphasize the importance of encouraging board members to engage in generative thinking. Engaging board members in this way makes their work more meaningful and satisfying, while at the same time benefiting the organization through more creative, committed leadership. It suggests signs to look for to identify opportunities for generative thinking.
Another interesting new concept discussed in the book is considering directors as a form of "working capital". This is further broken down into intellectual capital, reputational capital, political capital and social capital. Again, this new framework for looking at what board members have to offer increases the opportunities for them to make meaningful contributions to the organization.

Very Helpful.......2003-04-01
The world is full of experts at what is wrong with the things that we do. Dr. Carver has a rock-solid, well thought out suggestion concerning how to do it right. One reviewer complained that Dr. Carver's suggestions are not realistic. Right is not often realistic, but right is always right. It's far better to start with an ideal and compromise from that point than to capitulate from the outset. Boards that Make a Difference is well worth reading.
Idealistic.......1999-06-27
The carver style of governance is a tad idealistic and perhaps overly optimistic. I have read everything Dr Carver has written concerning this field and enjoy this material at an academic level. But when it comes to operationalizing this model in boardrooms I've seen it fail time and time again. Not to say that the model is flawed because in fact the model is normative and conceptually complete. However it doesn't capture that element of reality from which, in my experience, the model requires - practicality and real-world application. Dr Carver's notion that Boards can do without Finance and Audit Committees is very naive. Most consultants from the chartered accountant genre are saying the complete opposite. In fact most government policy initiatives are moving toward more control of financial affairs of organizations for boards from charts of accounts to fiscal policy. So I don't think the elimination of Finance and Audit Committees is realistic nor is it a terribly bright suggestion. I guess my only crticism is that the carver model is far to idealistic and philosophical for a practical application in the form Dr Carver suggests. Sorry but a hybrid model of traditional Board governance and the carver model may work given the commitment required from directors to follow-though on everything suggested in that system of governance,

After 5 years on a local Board of Education I finally found a book that describes everything I know is wrong with board management practices in schools and nonprofit organizations. But that is the easy part. Carver offers sound alternatives to current practices that put the responsibility and the capability for strategic leadership right where it belongs--on the board.
I winced as I read Carver's description of reactive boards trapped in the "approval syndrome" in which boards rely on staff to bring issues and recommendations to them for approval. This pervasive practice not only takes board members out of the driver's seat, but it confuses the lines of accountability between the board and the CEO for the organization.
Carver offers a framework for changing all that by forcing the board to rethink all of its policy with an eye toward board-determined policies that operate at the highest level possible. In Carver's approach only four types of policies need to be set by the board: 1) "Ends" policies (board expectations), 2) Executive Limitations (the "don'ts" for the organization), 3) Board process policies and 4) Board-CEO relationship policies. *Everything* you need to be involved in can be fit into one of these four categories.

Accessible, Codified Common Sense.......1999-01-24
Mr. Carver presents a very readable way of looking at how governing boards should work. His theories are logical and his arguments pursuasive. He offers board members an intellectual framework to consider how their organizations are running. The book is prescriptive, but not preachy. I was very surprised to find it sensible after hearing so much hype from "converts" to his method.

Carver describes how to avoid common Board mistakes and actually create the Board in a leadership role. It seems so obvious now that I read it... but I had to read it to realize what the problems were with my previous and current Board experience.
This book is tailored to answer questions about every size of Board, so read it! It's a bit dense in its language, but useful to all of us.

I am currently a newly appointed Board chairperson for a non-profit Christian school and we have been using John Carver's Policy Governance model for the last year. While we still have a long way to go to incorporate it completely into the fabric of our board processes, we have made great strides toward it in only a year. This book is excellent in helping us get there. I have also read several of John Carver's guides and although they are somewhat small for the money you have to pay for them, they also contain very good information. We hope to study these principles as part of our on-going board training during this board fiscal year.

This is the secong not-for-profit organization that I have directed. I have used this guide and the subsequent Carver guides to help with organizing and direction setting. Volunteer board members always respond well to the material. It is easy to understand yet the Carver model is very comprehensive. I would recommend this to any organization that is engaged in charitable work.
Excellent overview of Carver's Policy Governance theory ........1998-10-30
This first in a 12-part series of general guides on Policy Governance is a great introduction to author John Carver's new approach to nonprofit board development. Basically, this approach clearly separates the roles of board and staff as they go about their separate but related jobs of organizational governance and management. Policy Governance clarifies these roles through policy development and permits the board---governing as a body---to control the management and direction of the organization in a global policy approach. This guide is a good start in grasping the concepts of the approach.

REINVENTION of Reinventing Your Board.......2006-09-10
I have not yet completed reading this new edition so this is initial views only. I have closely read and noted changes in a couple of chapters. First impressions are that the language has got less formal and therefore the book is greatly more readable, and less formidable for the first time serious investigator of governance and Policy Governance. Secondly the years between the first edition and this one has seen some maturing of Policy Governance and this shows in the book with an increased clarity around the description of the theory, and a much improved, and more complete description of ways to implement the model, and much more detail around those practical steps... the chapter on Monitoring Organisational Performance is just so hugely more intelligible in this edition.
It is so pleasing to see an update of this outstanding book. This is a very worthwhile addition to your governance library whether you are a Policy Governance afficiando or not!

The content of this "book" is fine but it should be advertised for what it is; a pamphlet. I expected a "book" (more than 17 pages.) I cannot quibble with the scope but it is very cursory. No depth to the content. I would liken it to an outline or a brochure; definitely not a "book." Actually I felt a bit "ripped off."
Your Roles and Responsibilities As a Board Member (Carvergui.......2000-04-11
If you or your board uses Policy Governance and need to understand your job quickly, then read this book. Policy governance is difficult for many board members to grasp, but this handy text brings it home fast. It's more brief, better written and to the point than Carver's 240 page "Boards That Make a Difference." Yet it is only an overview, so don't count on it making you an expert.
I like the basic job description section; it gets to the real job of boards and helps you see the danger of activities--being busy is not always best. However the content is a bit insubstantial, so that you will need to find your own applications of the three "board products. Carver offers 18 useful bullets to the job of board member.
I find this booklet essential for all board member orientations. I would highly recommend this (and the other 11 booklets in the series) to all board members.

This is an excellent study on board leadership and should be read by any person serving on a non-profit board.
A Model for What the Ideal Nonprofit Board Should Do.......2000-11-26
If you are like me, you arrived with no idea of what to do the first time you sat on a nonprofit board. If that board was not well organized, you sat down on your second nonprofit board with about the same level of understanding.
Nonprofit organizations, especially smaller and newer ones, tend to be "amateur hour" operations. They usually have neither good governance nor good management. Unfortunately, they need both much more than most for profit and nonprofit organizations that do have them.
The nonprofit organizations that focus relentlessly on improving governance and management do far more good than those who do not. So these are important subjects. I doubt if you can have very good management without good governance first. Governance creates the organizational direction and the discipline that encourages good management. Unless someone is reviewing how you are doing, even the most talented manager will soon become lazy about learning from experience.
I recommend that anyone who is on a nonprofit board or is considering joining one should read this book. You will have a much more rewarding board experience if you do. You can also share this book with others on the board, and challenge them to work with you to make the needed changes. I certainly plan to do this with the board I sit on now.
By the way, chances are that your board will never quite get to this "gold standard" described here. But at least you will know what you are and are not doing, and can focus on the more important steps.
The book breaks the board's responsibility down into mission, responsibility for money, and for management.
Top priority is "establishing the mission and monitoring the organization's progress in achieving that mission." This may involve modifying the mission from time to time. This is very critical, because you either have a mission that gets volunteers and donors excited or you are dead in the water. Habitat for Humanity and the Girl Scouts have done this well.
The board next needs to create a "vision for the future of the organization and [develop] a plan for achieving that vision."
After that, the board needs to ensure "progress in serving the mission of the organization . . . [in meeting] the needs of clients" and in the effectiveness of programs.
The board also needs to be sure that the mission and programs are communicated "effectively with its various publics."
The money side all fits under being a "steward for organizational resources." The tasks include having a formal development plan, making an annual contribution to the organization, and participating in fund-raising activities. In addition, risks should be identified and ensured and insured against as best as one can.
In the area of management, the board has to select, support, evaluate, (and terminate, when necessary) the CEO. The board has to evaluate its own effectiveness at each meeting, as well.
If your board isn't willing to start working on this items, I suggest you consider looking for another board that is. Certainly, you may be in for a lot of heartache if you a join a board that is going to ignore these areas.
Create more good by having a more effective board!

A must for every PG board.......2005-05-26
This book consists of 50 very real-world situations that any board using Carver Policy Governance ® might encounter, with a single worksheet to be used by the board members to logically think through what should be done in this instance. The book calls them "rehearsal scenarios."
I used a few of these scenarios with my board, and they thought it was great! It took the policies from dry words on paper to useable skills. They immediately decided to add time to every meeting's agenda to do one of these rehearsal scenarios.
As the facilitator of our board, I love it because each scenario comes with proposed solutions that I can use to help guide the discussion. It really cuts down on my prep time. It's a great tool for continuing to build board capability of governance.
Practice Makes Perfect.......2005-02-08
This is an incredibly useful addition to Carver's Policy Governance Model because it provides practical structure to "rehearsing" common Board-Staff-Owner scenarios with concrete examples. There are hundreds of books on non-profit governance but the vast majority just seem to dabble in detail and pop-psychology (unworkable concepts of "shared governance", etc); but the Carver model provides a unique, practical, and internally consistent method of governance. I'd certainly recommend highly all of his books. This one, written by Miriam Carver and Bill Charney, provides practical exercises demonstrating how the Carver model would handle problems Boards face regularly such as: Do Board members have authority over employees?; Should Board members with expertise oversee programs?; Does the Board job include fundraising?; We like and trust our CEO - isn't that governance?; What if the CEO lies?
It's amazing to me that "rehearsal" plays a role in virtually every profession (musicians, lawyers - in mock trials during law school, teachers - with student teaching, MD's - with simulated emergencies, etc), yet Board members don't rehearse. No wonder performance isn't always optimal. This book is invaluable. It not only suggests that Board's spend time, preferrably at each meeting, rehearsing governance issues but it also provides a practical approach loaded with wonderful examples. Worksheets are included as are the author's suggested "generic" solutions.
Every Board using the Carver Policy Governance Model should have this volume. I can't recommend it highly enough!
An Indispensible Resource.......2004-03-23
"The Board Member's Playbook..." is an indispensible resource for board members and those interested in policy govenance. The writing is very intelligent, clear, concise; a pleasure to read. A separate section provides a thorough overview of the Carver model for those unfamiliar with policy governance, as well as those needing a refresher. An accompanying CD-ROM is another excellent resource for helping board members with implementation.
This book is a roadmap to success for anyone who uses it. The real world examples and worksheets offer a practical, hands-on exercise in policy govenance. After reading and completing the exercises on my own, I felt well-prepared and energized to take on a board-related challenge using the model.
While this book brings everything a board member needs to effectively use the Carver model, it is the board members themselves who are ultimately responsible for their success. Board members must commit to being honest with themselves and one another, and be dedicated to the rigors of the process to properly implement the Carver model.
This wonderful resource also raises a very important question in my mind - why is the Carver model used predominantly in the non-profit sector? Why isn't the Carver model de rigeur for the for-profit sector? I can only see great benefits and progress ahead should this actually occur.
A Welcomed Addition.......2004-03-11
A welcomed addition to the "Policy Governance" corpus, "A Board Member's Playbook" provides a clear, concise and easily useable framework for Board practice. Complete with worksheets and an CD Rom, the book helps policy governance Boards work through simulated issues, forming a bridge between the theory of policy governance and its practical application.
