4 out of 5 stars Very Helpful Suggestions.......2007-06-27

The book NO MORE SLEEPLESS NIGHTS has some very helpful suggestions and information that helped me understand what possible causes are. I would suggest it to anyone who is struggling with getting sleep.

5 out of 5 stars Good sleeping plan.......2006-03-04

This is the best book I have read yet! And it works.
I have been suffering from insomnia for 9 years and done all I cound think of to cure this problem, light therapy, lavendar, room darkening, no tv, sleep clinic all the usual. 2 years ago I began sleeping pills to function during the day.

This book has been a great source for beginning to cure the problem in very practical and solid steps. I would also recommend getting the sleep timer, it gives you an objective measure of the sleep you are actually getting. I am now averaging 5 to 7 hours of sleep a night with no sleeping pills.

4 out of 5 stars Excellent Book.......2005-08-17

This is an excellent book on insomnia, causes, and treatments. It covers a lot more material then another book I've read, "Say Goodnight to Insomnia", Jacobs. However, I do have one gripe with Hauri's instructions for stimulus control therapy. He says it's ok to stay in bed and read or watch TV until you get sleepy, as long as you don't have conditioned insomnia (i.e., the bed/bedroom causes you to become anxious and awake). Jacobs recommends that you don't use the bed for anything other than sleep or sex. That means no reading in bed, or watching TV in bed in order to get to sleep.

4 out of 5 stars Some surprising [but effective] ideas for better sleep........2005-03-28

This is an excellent book that covers a broad range of reasons, and subsequent treatments, for insomnia. If read straight through, I imagine this book would be a bit cumbersome since it is so thorough. I found the technical information about sleep (in the introduction, but also scattered throughout various chapters where it applies) to be fascinating. But it is easy to skip to the parts that only concern you.

There are some detailed assessment quizzes, which I skipped because I had a definite idea of what was causing my insomnia (shift work, poor sleep habits, and anxiety.) But if you think there might be emotional, medical or other factors to your insomnia, the quizzes should point you in the right direction.

The advice on treatment is very interesting, not only because it seems to work, but because a lot of the ideas seem so counterintuitive (for example, if you have insomnia, spending LESS time in bed is probably a good idea. This is exactly opposite of what I was doing.) Chances are if you have insomnia, the things you are doing to help yourself sleep are probably only making it worse.

Some of the treatment ideas (particularly for improving 'sleep hygiene') might be difficult to implement at first, requiring some commitment and self-discipline, but the idea is to create a routine and good habits in the long run, so you'll be consistently getting good sleep for the rest of your life. Totally worth waking up at an hour you'd normally sleep through, or forcing yourself outside into the sunshine when you'd rather be napping.

After reading the book, for the past two nights I have actually fallen asleep within 30 minutes and slept soundly through the night. I am actually looking forward to implementing more of the treatment ideas, and I hope to kick this thing completely.

4 out of 5 stars Very good book, 9 out of 10 score.......2005-01-10

"No More Sleepless Nights" is a well-written, comprehensive, easily-read book about all the possible causes for the different kinds of insomnia, with very specific ideas about how to resolve or decrease the insomnia, depending upon the variety and the cause.

The possible causes discussed include: illness, medication, habits, diet, anxiety, depression, and environment. The author has really tried to catch every angle. The book tries to avoid sleeping pills, and medication in general, whenever possible and, in the few situations where the book advises you to consult a physician about medication, the goal is "as little as possible, as brief as possible."

My one, fairly minor, gripe about the book is that, early on, the author talks as if the book was going to present a detailed, step-by-step program for addressing insomnia (i.e., insomnia --> A --> B --> C --> D --> E --> no insomnia). Instead, it is more of a shotgun approach, necessitated by the different variants of insomnia and the many possible causes. At the end, the author again portrays the program has a single, sequential entity. I am not disputing the program, as I think the book does an excellent job of explaining insomnia and methods to address it. I am just nit-picking about the author portraying it as one thing (just in the first few pages and last few pages), when it is really a more varied and complex program, as it needs to be.

* * * * *

The workbook contains most of the information from the textbook, but is redesigned to emphasize how to analyze the causes of insomnia and what to do about it. I liked this format even better than the textbook.

4 out of 5 stars Great book about making better decisions.......2006-03-02

"Yes or No" is a story about the process of decision making and how it can be improved to make better decisions. The book tells the technique through a story of "a man" who goes on a hike with a group and learns of the 2 questions he needs to ask himself when making decisions.

The first of the 2 questions is: Am I meeting the real need, informing myself of options, and thinking it through? This is a head-based question to focus on where we are going, and to get as much information as possible.

The second question is: Does my decision show I am honest with myself, trust my intuition, and deserve better? This is a heart question to contact our subconscious and make sure the decision is not being made out of fear or self-defeat.

Both of these 2 questions are excellent to ask for each decision. I do wish the author had taken more time to explain how to come to a conclusion for each part of the questions, but it was still worth the read. I highly recommend this book. 4 out of 5 stars.

4 out of 5 stars Many Will Find Help Here with Decision-Making.......2003-03-15

Johnson offers a very helpful book in this volume. He presents a simple guide for decision-making, one that will undoubtedly enhance the process for many persons. He essentially describes a two-step decision procedure, examining one's thinking on a given issue, then examining one's feelings on the same subject.

While not as good as the One-Minute Manager classic and its accompanying volumes, this work likely will help those persons seeking to bolster their decision-making abilities.

4 out of 5 stars Better results and wiser decisions.......2002-04-13

Being a person who can never make up their mind, I decided it wouldn't hurt to read a book about better decision making. I enjoyed reading this book because it told a story about a man who used a 'Yes' or 'No' system to make better decisions. This made it easier to understand and apply the system to your own problems. In the story the man talks to many people who have used the system sucessfully. They give him lots of examples on how to arrive at better decisions. The 'Yes' or 'No' system is broken down into two main questions to ask yourself when making decisions. One is a practical question and the other is a private question. This allows you to use the system while making personal decisions or buisness decisions. Every day we are all faced with decisions, big and small. I have realized, from reading this book, that I seem to not think my decisions through as well as I should. I am sure that many other people share similar problems. This book acknowledges what we may not want to admit to ourselves. That many of us are knowingly making poor decisions, but we do not have the time or effort to turn them into better decisions. Reading this book may sound like a life saver to some people, but of course not everyone is going to walk away with better decision making skills. Like everything else in life, it will take time and patience to improve your decision making. But for those of you who would like to, this book could start you off on your way to turning poor decisions into better ones.

5 out of 5 stars Changed the way I make decisions........2001-07-08

I knew there was something missing in the way I was making decisions in my life. Although, I thought, I was making good decisions I really wasn't. After reading this book I have learned how to make "better decision." Dr. Johnson writes in story form the message that's easy to understand and adapt. This is a book that should be read and reread by everyone from adolescence on.

5 out of 5 stars Soooo Practical!.......2001-06-08

I have worked personally with Dr. Johnson on this material and have fully tested it in my own life and career. It really works! This elegant yet profound model for clear thinking will assure that you honor both your heart and your head when making choices. The parable teaches the model in ways the reader doesn't even notice. I've read the entire book aloud with my family and read it again on a plane trip alone. It will make sense of so many things. Buy it now and keep reading it as long as you keep making decisions. :-)

4 out of 5 stars No Plot? No Problem!.......2007-10-18

No Plot? No Problem! is written in an easy to read and understand manner, with lots of humour. However, that isn't what's important about the book. What is important is that it provides inspiration to any writer who really does need a kick in the pants to start writing.

After I read this book, I was motivated into planning my next manuscript and I know I'll get the whole thing written. Stop thinking about it...just write!

5 out of 5 stars Perfect Preparation for National Novel Writing Month.......2007-09-29

*****
No Plot? No Problem! is written by Chris Baty, the founder of National Novel Writing Month, which takes place every November. During the month, people from all over the world unite over the Internet at NaNoWriMo.org and each writes their own 50,000 word novel (actually, a first draft) by writing 1,667 words per day.

I wasn't sure if I wanted to participate in the endeavor or not, because it sounded pretty overwhelming, but reading this book was truly the perfect preparation. It helped me to see what NaNoWriMo would be like, and gave me what I needed to decide if it was for me. (It is!)

If you are not thinking of joining NaNoWriMo, this book would be of limited usefulness for you, although it would be possible to use as a general writing guide---it's really all about NaNoWriMo. You find out what you need to do to get ready (including helpful exercises and equipment), what to expect during each of the four weeks, and most of all, motivation---why in the world would you want to do this? And how do you make it through? I found my answers in the book and they resonated with what my personal goals are.

It is written in a fun, sometimes hilarious style, and is very entertaining. Baty has recently written The No Plot? No Problem! Novel-Writing Kit, which I also ordered since I finished the book itself, because if it was half as helpful as the book it would be well worth it.

If you are reading this in the fall...hurry and buy and read this book as November is almost here!

Highly recommended.

5 out of 5 stars Not Like Other Writing Books - Which Is A GOOD Thing!.......2007-08-30

There are plenty of other well-written reviews here, so all I want to say is that after buying dozens of other books about the art and craft of writing, Baty got me to do something no one else had: WRITE A NOVEL! If anything, all of those other books (and there are some excellent ones) confused and intimidated me - and I've been writing professionally for decades. But Chris Baty magically took the pressure off, described how to approach the project in tasty, bitesized chunks and, miraculously, made it fun!

There are other books about technique which serious writers will do well to own. But this is the first and only book which somehow finally got me to do it. Not by pushing me, but by inviting me. Very highly recommended!

3 out of 5 stars good... but the web site is better.......2007-08-25

The book does a nice job of going over the basics, but you get all the same information, and more, from the NaNoWriMo web site. I am a big fan of Chris Baty and the NaNoWriMo yearly event, and I own this book and enjoyed reading it, but I think it is more for fans of the site than a required manual on how to get a rough draft of a short novel done in 30 days.

Certainly a quick, and enjoyable read.

4 out of 5 stars No Plot? No Problem...for a Rough Draft.......2007-07-13

This is a great book that works for some writers and not so much for others. Chris Baty's techniques are excellent advice for authors struggling to get their first drafts completed, although the timeline of 30 days is not "low-stress" as the cover states (I've found that 90 days is more appropriate for myself as a writer). First drafts are the largest hurdle to overcome, but are still just a piece of the puzzle: the real magic occurs during the rewriting stage. As fun as this book is, let's hope that Baty has a companion book on the revision process in the works.

Book Description

International turn-around gurus describe how to rescue a company from the brink of disaster
Why, even in the best of economic times, do so many apparently healthy companies fail? The surprising answer offered by the authors of this breakthrough book is "denial," or more specifically, the inability of top management to acknowledge that they've been backing a losing strategy and to take the necessary, often traumatizing, steps required to set their companies on the right course. Using cogent case studies and lessons learned from working with Fortune 500 executives who have survived tough turnarounds, Pate and Platt vividly describe what happens when good strategies go bad. Drawing upon their experiences at top firms, they develop proven real-world turnaround strategies, tools, and techniques and show readers how to put them to work in their companies.

Customer Reviews:

5 out of 5 stars New Growth & Revival Possible For Ailing Companies.......2006-11-07

This a welcome strategic and philosophical outline for reviving a business - from minor problems to the catastrophic. Human nature brings us to grab at straws in an emergency - this book brings sanity to the equation.

There are nine steps to this revival. The first two are inward looking:

1. Diagnose the problem(s) and area(s) of pain
2. Determine the scope of your business - should it be re-adjusted by expanding, contracting or by being maintained?

The next step is outward looking:

3. Determine your orientation - what level of value do you provide? what level of utility?

For growing companies:

4. Manage scale - Economies of scale should be realizing increased savings and higher profit margins.

For shrinking companies, stress:

5. Handle debt by re-structuring, re-negotiating or merging

Monitor the ebb and flow and get the most from:

6. Assetts - regularly review summary against benchmarks, maintain a good assett/liabilty ratio, and install procedures to limit knee-jerk spending.
7. Employees - Human capital - Evaluate labor force net worth, yeild vs. cost, and incentive analysis
8. Products and Services - focus on appearance, brand status and pricing. Modify cosmetically. Form new models based on the original or delete totally or by specific markets or by slenderizing
9. Manufacturing - improve efficiency, share platforms with other companies, or outsource

The book wraps up with by discussing OPIs (original process improvements). OPIs should be focused on reducing time waste, lowering cost and enhancing quality. The more employees involved and the more input during an OPI, the better.

Good Basic and General Book - 5 stars

4 out of 5 stars Rising from the Ashes...your business, that is........2003-02-23

As one who practices in the business turnaround arena, I have a keen understanding of the Pate/Platt analogy of the Phoenix. In many cases, with the right timing, latitude, people and luck, a business heading south can be captured and "redefined" into one going the right direction.

For those unaware of the symmetry, the Phoenix takes is roots from classical mythology. The Phoenix, a young and strong firebird, would build a nest of frankincense and cassia twigs, ignite it, and self immolate once it became "old." A new Phoenix would rise from these fragrant flames, gather the ashes of it's predecessor, encapsulate them in a precious egg of Myrrh, and fly them to the altar of the Egyptian God of the Sun in the city of Heliopolis Egypt where they were carefully deposited. According to many scholars, this flight represented "the capacity to leave the world and its problems behind, flying towards the sun in clear pure skies." The ostensible lesson of the Phoenix is in the midst of prosperity and strength, we need a renewal phase or a recycling designed to interrupt the daily norms, allowing a rebirth and regeneration.

If there are two individuals with a strong sense of this "rebirth," it's Carter Pate and Harlan Platt. Pate is a Big Four turnaround specialist and Platt created and administers the certification exam for the Turnaround Management Association.

In THE PHOENIX EFFECT, the authors reveal the warning signs and critical pointers leading to a "real" review of one's business without the emotional denial typically present. The ability to identify trouble spots before they create trouble is the key, the authors tell us. The nine strategies described by the authors are:

1) "Determine the Scope" - where does your business sit in the industry you compete? Should you create new business lines, drop old ones, merge, etc?

2) "Orient the Business" - Are your products aimed at the right markets at the right time? Does your sales/growth strategy require some level of reorientation to generate greater effectiveness?

3) "Manage Scale Accurately" - can you grow your business from within with existing resources or should you consider a merger?

4) "Handle Debt" - restructure or renogotiate debt whenever possible. Create a credit facility meeting your business's need. {A word of caution: restructure credit facilities judiciously. Going back to the well too many times will create negativity, concern, doubt and potential retraction of your banking relationship.}

5) "Get the Most from Assets" - carefully scrutinize your asset bases, both tangible and intangible, to determine if they are working for your business. Any superfluous and underused assets should be considered dead weight.

6) "Get the Most from Employees" - identify and use creative strategies to increase the quality and productivity of your employee base.

7) "Get the Most from Products" - routinely review your product base to ascertain current pricing strategies, customer base and the quality a customer brings to your business. {I regularly review my client base to determine if I've outgrown a client. This type of renewal, while often awkward and painful, is absolutely healthy for both myself and the client.}

8) "Produce the Product" - are there alternative methods your products can be created, manufactured or offered proving more efficient and cost-effective? Is outsourcing a possibility?

9) "Change the Process" - model your own processes after those who have created a successful model. No change for the better is too small.

Pate and Platt provide an incredible number of real-life examples (certain aspects of which surprised me greatly...from a confidentiality point-of-view) of fatal mistakes and storied comebacks. This is a very solid read for any business owner, high-level manager, or consultant. It provides a blueprint for clarity in an otherwise complex web of uncertainty. Let's face it, any time a business is in trouble, you'll find more chaos, worry and "Chicken Littleisms" than you'll ever want to see. Creating a cohesive plan of attack designed to bring the pieces back together is the turnaround specialists mantra.

The only reason I didn't give this offering five stars was the authors' penchant for concentrating on the product section. While certainly not unimportant, the concept of crafting a turnaround strategy is much more than product direction and quality. Regardless, this book is quite good and extremely poignant.

4 out of 5 stars Great book - I use it in for my MBA students.......2002-07-18

In Egyptian mythology, the fabled phoenix was a beautiful gold-and-purple male bird that became a Greek symbol of immortality. This book, The Phoenix Effect, is about corporate renewal or continued existence. The authors, Carter Pate & Harlan Platt, share their experiences as Certified Turnaround Professionals (CTP) to illustrate strategies that can be used in restructuring organizations that are in need of a tune up or to salvage a corporation in crisis. These turnaround professionals suggest 9 strategies that can assist in deciphering corporate health. These strategies can be used by CEOs or leaders to renew corporate profitability to ensure continued existence ----just like the fabled phoenix.
This is an excellent book and the authors provide the reader with numerous insights, examples and suggestions that have worked for other organizations to improve corporate prosperity.
I use this book with graduate students to explore organizational behavior/leadership strategies.

1 out of 5 stars Bubble Gum.......2002-06-25

The experienced businessman/woman should pass on this one. The book is reminiscent of a required "bubble gum" text in a freshman level business course at a community college. I only wish the book had more pages so that it would make an even better paperweight.

5 out of 5 stars A PATH TO TURNING YOUR COMPANY AROUND!.......2002-06-11

The authors, specialists in restructuring under-performing companies, present a nine-step program, to guide companies in need of renewal, ranging from minor changes to a total overhaul. The steps are: identify the most serious issues; determine if the company should stay the same, withdraw or expand in scope; clarify the orientation of the business and if the company lives up to its mission; decide if the company should grow or contract; determine the best way to handle debt; discern how to optimize resources; get the most from the workforce; maximize profit from products and customers; and pinpoint the best alternatives to producing products. A final step is to optimize process efficiency. Using numerous cases, the authors present clear, to-the-point guidelines for turning around a company. Highly recommended.

Sabrina and Daphne Grimm have had several narrow escapes from the evil organization, The Scarlet Hand, that is holding their parents hostage. The girls are hot on the trail of the organization when they meet Uncle Jake (another relative they didn't know they had). It seems Ferryport Landing residents don't remember him either. That's because Granny Relda made sure (with a little help from magic) everyone would forget him after he inadvertently was involved in an insane Little Red Riding Hood escaping from the asylum with a Jabberwocky.

If Sabrina and Daphne are to rescue their parents, they must rely on help from Uncle Jake and even Puck (who drives the girls crazy most of the time). But things get a little muddled when it is discovered that Little Red Riding Hood is bent on recreating her own lost family. That means that Grandma Relda and the family dog, Elvis, are in peril.

The novel is filled with appearances by many favorite fairy-tale characters. Prince Charming and the Queen of Hearts compete in a mayoral election; Snow White is angry with her former love; Canis (The Big Bad Wolf) may have met an unfortunate end; and Rip Van Winkle will make you smile. As for the other cameo appearances, you'll have to read the book to meet them.

And of course, questions are left unanswered for the next installment of The Sisters Grimm. Will Puck get to Faerie in time? Will Sabrina and Daphne's parents wake up from their forced slumber? Who is the head of The Scarlet Hand organization? Will Grandma Relda and Elvis be safe?

The next book will be released December 2007, so the wait won't be too long.

The Sisters Grimm series is a delight. It is in my opinion as good as Harry Potter. It's a fast read and filled with quirky characters and situations that are so much fun.

Armchair Interviews says: Highly recommended.

This book was as exciting and then some as the others and I can't wait to read book 4

5 out of 5 stars Review by a 4th grader.......2007-07-14

This is a great, excitement-filled adventure book that everyone should have a chance to read. I liked the ending, the fat cranky Ariel Mermaid, and the many surprises through the book. I DO hope the series ends because I can't wait to find out what will happen next, and the suspense is killing me! :)

5 out of 5 stars Great Read!.......2007-06-30

The third book in the series picks up at the cliff hanger The Unusual Suspect leaves us at. In this book of the series Little Red Riding Hood is a certified loonie and with her "kitten" the Jabberwocky she wreaks havoc on Ferryport. A mysterious and magic using uncle shows up and the girls continue their quest to find their parents. Buckley in some ways has further developed his wit and incorporates an "anti-drug" theme through issues of the eldest Grimm, Sabrina, becoming addicted to magic. As much as I enjoyed this book Buckley has fallen prey to the problems that develop with reintroducing the story: a lot of description is very repetitive and retelling the plot is rather tedious (i.e. Baby Sitter's Club anyone?) and I found myself scanning through much of this. Otherwise, once again I give kudos to Buckley for intertwining fairy tales, folklore, and myths in an engaging way as well as picking certain themes to specifically target children.

5 out of 5 stars Real Page- turner.......2007-05-19

I read this book at a sleepover when my friends began to start a pillow fight. I think the fact that it took me a little less than an hour proves that it's just impossible to put down.

The constant cliff-hangers make it addictive- I was constantly telling myself "I'll stop at the end of this chapter"- After the fifth time I said this, I realized I would just have to read to the end.

Buckley's style of writing reminds me of J.K. Rowling (Harry Potter) and "Lemoney Snicket" (Series of Unfortunate Events). I love how he deals with Sabrina's addiction. That- and Puck and Sabrina's actions. *grins cheekily*

I won't say anything else about the story, but I will mention that it involes a Queen of Hearts and a mermaid that's not so little. There's not as much to think about, unlike the other two. In The Unusual Suspect, you've got lots to think about, but in this one, there isn't much. Still, it's just as good.

6/5 stars, and for anyonee who loves this book as much as me read the authors mentioned above. :)

1 out of 5 stars not good........2004-10-03

Please if you are a student of physics. DO NOT buy this book. Although it has a lot more problems, you dont need to buy it other than the book. The book itself is more than enough cuz it has a lot of problems of its own which are pretty good. Secondly, there are no complete solutions given. I think its just a waste of money.

4 out of 5 stars Pretty good book!.......2001-11-23

I thought the problem supplement to Resnick/Halliday was very good. There are simply not enough problems in the text book itself so this problem supplement not only gives problems to work on but it really touches on all bases as far as making sure it looks at all aspects of the material. I'd say, any one learning physics from Resnick/Halliday must have this book.

    5 out of 5 stars Leadership Wisdom.......2006-06-25

This is a good introductory book into the principles and practice of leadership. It teaches about the leadership skills that are critical in today's highly dynamic operating environment where change is the only constant. In this case, it is essential to have leaders (rather than managers) who can provide the vision for the organization, show the direction and motivate people towards the realization of the vision.

The author clearly explains the critical attributes of a leader which include team building, good communication skills, decision making ability, and the ability to motivate and coach others for the effective accomplishment of goals.

The book is a good investment for those who in leadership positions, particularly those who are at the beginning of their careers in this field without much experience or previous training. The author gives useful tips which are excellent guide readers. The checklist at the end of each chapter is a useful tool to reinforce what the reader would have studied in the text.

2 out of 5 stars Common Sense Stuff.......2005-10-24

I found this book only provides common sense stuff, not very insightful. There are numerous grammatical errors throughout this book.

    4 out of 5 stars Insightful!.......2005-04-04

If this book were an entrée, it would mostly consist of meat and potatoes. Author Marlene Caroselli accompanies her valuable handbook on the basics of leadership with insightful quotations and anecdotes. "Basic" is the operative word here. The book makes no pretense, for example, of delving into the theoretical side of leadership development. Nor does it prepare managers for specific business tasks that they're more likely to encounter as leaders, such as budgeting and strategic planning. Rather, this book is specifically tailored for current managers who have leadership ambitions, and for newly minted leaders who need a little expertise to seize control of their new roles. We recommend it as a solid menu option with lots of good advice for that eager-to-lead audience. The book is thoroughly crafted to achieve its purpose, though more experienced readers may find themselves asking, "Where's the gravy?"

5 out of 5 stars High on the "must read" list.......2001-02-06

Leadership Skills for Managers(published by McGraw-Hill) provides some unusual slants on the topic of leadership. For example, the assertion that "leaders form strategic alliances" was something I hadn't considered before. The Prism of Partnerships showed exactly how to form such alliances. Thank you for some new slants on an old subject.

    5 out of 5 stars Real Asset.......2001-02-06

This book is a real asset to any business manager - a must read- easy to follow - great tips for sound management.

    Book Description

Education is intimately connected to many of the most important and contentious questions confronting American society, from race to jobs to taxes, and the competitive pressures of the global economy have only enhanced its significance. Elementary and secondary schooling has long been the province of state and local governments; but when George W. Bush signed into law the No Child Left Behind Act in 2002, it signaled an unprecedented expansion of the federal role in public education.

This book provides the first balanced, in-depth analysis of how No Child Left Behind (NCLB) became law. Patrick McGuinn, a political scientist with hands-on experience in secondary education, explains how this happened despite the country's long history of decentralized school governance and the longstanding opposition of both liberals and conservatives to an active, reform-oriented federal role in schools. His book provides the essential political context for understanding NCLB, the controversies surrounding its implementation, and forthcoming debates over its reauthorization.

Using education as a case study of national policymaking, McGuinn also shows how the struggle to define the federal role in school reform took center stage in debates over the appropriate role of the government in promoting opportunity and social welfare. He places the evolution of the federal role in schools within the context of broader institutional, ideological, and political changes that have swept the nation since the 1965 Elementary and Secondary Education Act, chronicles the concerns raised by the 1983 report A Nation at Risk, and shows how education became a major campaign issue for both parties in the 1990s. McGuinn argues that the emergence of swing issues such as education can facilitate major policy change even as they influence the direction of wider political debates and partisan conflict.

McGuinn traces the Republican shift from seeking to eliminate the U.S. Department of Education to embracing federal leadership in school reform, then details the negotiations over NCLB, the forces that shaped its final provisions, and the ways in which the law constitutes a new federal education policy regime-against which states have now begun to rebel. He argues that the expanded federal role in schools is probably here to stay and that only by understanding the unique dynamics of national education politics will reformers be able to craft a more effective national role in school reform.

This book is part of the Studies in Government and Public Policy series.

4 out of 5 stars Education policy review.......2007-05-12

This book takes a fascinating look at the educational policy in the USA since 1965. If you want to know more about US education policy, you need to read this book.

5 out of 5 stars Great story (and data), good theory, weak on the key point of criticism.......2007-01-11

McGuinn's review of federal education policy and politics since Johnson's presidency is outstanding. His interview data dramatically enrich our understanding of the transformation of sentiment in the U.S. Congress since the Elementary and Secondary Education Act of 1965 (ESEA). For readers who like to know what people were thinking about the role of the federal government in K-12 education, when they were thinking it, and how they acted in response to those ideas and proposals, McGuinn's study is essential reading.

At the same time, McGuinn's book is really about ESEA and its reauthorizations (the last of which is the No Child Left Behind Act of 2001 [NCLB]), not all of federal education policy. Inadequate attention is given to the politics and policy development of the other dramatic federal influence in K-12 schooling, namely, the Education for All Handicapped Children's Act of 1975 (Public Law 94-142), now known as the Individuals with Disabilities Education Act (IDEA; recently reauthorized as the Individual with Disabilities Education Improvement Act of 2004, but frequently abbreviated as IDEA '04 and still referred to as IDEA). If you have an interest in IDEA politics and policy, Tiina Itkonen, who is a professor at the California State University, Channel Islands campus, has a book forthcoming (derived from her doctoral dissertation, "Stories of Hope and Decline: Interest Groups and the Making of National Special Education Policy"), which is sure to be seen as a profound contribution to the field.

The idea of regime change, which is the theoretical perspective adopted by McGuinn, is a good one. Clearly, there was a change in congressional leadership, largely through a consensus among moderate Democrats and Republicans, as well as significant and active leadership across three presidential administrations. There was also an evolution in thinking about the role of the federal government in school reform. The power of McGuinn's perspective is that it requires a careful longitudinal analysis of political events and policy proposals.

At the same time, I think McGuinn understates the power of John Kingdon's work in explaining how we arrived at NCLB as well as the importance of the 1994 reauthorization of ESEA during the Clinton administration. I recommend Christopher Cross' book, Political Education: National Policy Comes of Age, and Larry Cuban's book, The Blackboard and the Bottom Line: Why Schools Can't Be Businesses, for additional insights into the development of the political consensus behind NCLB and the motives that had been slowly and increasingly driving the development of that consensus for nearly three decades.

Finally, I would contend that McGuinn's assertion that NCLB represents revolution rather than evolution needs further examination. Here, I think his policy regime change perspective comes up short because it does not help us decide what sort of policy mechanism justifies the status of revolutionary precedent. The 1994 reauthorization of ESEA included nearly all of the policy language that appears in the 2001 reauthorization (NCLB). The difference between them is the policy mechanisms included in the legislation--ESEA 1994 was all voluntary and rhetorical, while NCLB 2001 is mandatory--not the substantive thinking behind where federal education policy should go. This is a fine point, but critical to those who are interested in the implications of McGuinn's book for political science.

If you are interested in additional books explaining NCLB, you may wish to consider these:
